About this file
This document is a Questions and Responses memorandum from the Florida Department of Transportation (FDOT) for the Districtwide Contamination Assessment contract (Proposal ID: DOT-RFP-25-3009-CS). The document addresses three specific questions from potential proposers regarding fee exhibit details, vehicle mileage costs, and reimbursement for incidental expenses. The responses clarify that mileage and typical expendable costs should be included in the proposed hourly rates, and will not be separately reimbursed. The contract covers environmental assessment and remediation services across 16 counties, with technical proposals due on March 3, 2025, oral presentations scheduled for April 2, 2025, and price proposals opening on April 10, 2025.
The contract will have a total maximum budget of $5,000,000 for an initial 60-month term with potential three-year renewal options. Pricing will be based on hourly rates inclusive of all operational costs, with current incumbents being APTIM Environmental and Infrastructure, LLC and NorthStar Contracting Group, Inc. The procurement includes comprehensive evaluation criteria, with 100 points for technical proposals, 100 points for oral presentations, and 10 points for price proposals, requiring a minimum technical score of 80 points for responsiveness. Vendors must maintain general liability insurance of $1,000,000 per person and $3,000,000 per occurrence, and be registered in Florida's MyFloridaMarketplace system, with potential Disadvantaged Business Enterprise (DBE) participation requirements.
