About this file
This document is a Questions and Responses memorandum from the Florida Department of Transportation (FDOT) regarding a Districtwide Contamination Assessment contract (Proposal ID: DOT-RFP-25-3009-CS). The document addresses three specific inquiries from potential proposers about cost reimbursement and fee details for Exhibit C, which covers various environmental assessment and remediation services. The key responses clarify that vehicle mileage costs, per diem, hotel expenses, and typical expendables should be included in the hourly rates and will not be separately reimbursed, with Exhibit C's fee details to be updated by a subsequent addendum.
The questions and responses provide critical clarification on cost structure for environmental contractors, indicating that all anticipated operational expenses must be factored into the proposed hourly rates. This approach suggests a comprehensive pricing model where contractors are expected to bundle all associated costs into their base rates, including travel, incidental expenses, and overhead. The document is part of a larger procurement process for a multiple-award contract valued at $5,000,000, covering environmental assessment services across 16 counties, with current incumbents including APTIM Environmental and Infrastructure, LLC and NorthStar Contracting Group, Inc. The responses reinforce the contract's expectation that proposers develop fully-loaded rates that account for all potential project-related expenses without separate line-item reimbursements.
