About this file
This document is a set of questions and responses related to a Request for Proposals (RFP) issued by the Florida Department of Transportation (FDOT) for Cultural Resources Assessment Services. The RFP describes the required services, including conducting cultural resource assessments, and requests proposals from qualified firms. The RFP states that the loaded billing rates provided by proposers should include all anticipated expenses, and travel expenses will not be separately reimbursed. Proposers are allowed to include resumes for key personnel as an appendix to their proposals, which will not count against the 20-page limit for the technical proposal. The contract will be awarded to a qualified firm to provide the requested cultural resources assessment services within the state of Florida, specifically in Walton County and Clewiston City.
The pricing structure for this contract requires proposers to submit fully loaded hourly billing rates that include all expenses. Travel expenses will not be reimbursed separately, and the proposers must account for all anticipated costs in their hourly rates. The contract will be awarded to a qualified firm, and there is no mention of any set-aside requirements or an incumbent contractor. The funding source and amount for this contract are not specified in the provided information.

Date: September 4, 2024 To: All Proposers RE: Questions and Answers 3 Proposal ID: DOT-RFP-25-3002-CS Description: Cultural Recourses Assessment Services
1. On Pg. 3 of the RFP, the price proposal form says the unit rate per hour includes salary/overhead/fringe/operating margin/expenses. On Pg. 28, Item D specifies that “The bills for any travel expenses, when authorized by terms of this Agreement and by the Department's Project Manager, shall be submitted on the Department's Travel Form No. 300-000-06…” Based on this, may we assume the following?
The expenses to be included in the labor rates are typical operating expenses like paper, toner, shipping, postage, report binding, and typical equipment required for cultural resources fieldwork
Response: Yes. The loaded billing rates are to include all operating expenses.
Travel forms will be submitted for reimbursement of lodging, mileage, per diem for travel expenses.
Response: Per Exhibit “C”, the loaded billing rates are to include ALL expenses. No expenses will be separately reimbursed. Page 28, Item D, is only applicable if travel is authorized by the terms of the Agreement and the Department’s Project Manager. It is not anticipated that travel will be authorized.
In addition to the above, can it be assumed that unusual and infrequently occurring expenses such as the rental of a dive platform or laser scanning equipment will be reimbursed on a project basis as needed?
Response: No. The loaded billing rates should include ALL anticipated expenses.
2. In the Management Plan, re: Identification of Key Personnel, resumes for each individual proposed are requested.
May resumes be appended to this section, or do they count against the 20-page page limit?
Response: Yes, resumes may be appended to the section and will not be included in the 20-page limit.
3. In the Technical Plan, re: Prior Relevant Experience:
Should this experience be summarized in a narrative within the 20-page page limit, and/or may comprehensive lists be appended to this section and not count against the 20-page page limit?
Response: This section shall be limited to 20 pages. No appendices should be included.
