The memorandum addresses a question regarding the requirement to provide an estimated staff-hours breakdown by skill classification in the Work Plan. The department's response indicates that the intent is to demonstrate how the proposer's team would handle a project assignment, and the staffing estimate does not need to be exact, but the proposer may identify a specific type of project assignment used as the basis for the estimate.

1. On page 19 under 4. WORKPLAN, it states that "The Proposer shall provide a
Work Plan which sets forth on an average the estimated staff-hours for each skill classification...". This is a difficult or indeed an impossible task: staff hours will vary quite widely depending on the nature and size of the task order. How can we accurately estimate staff hours when we have no idea of the project?
Response: The intent is to demonstrate how your team would handle a project assignment from beginning through project delivery. The estimate of staffhours by classification is not expected to be exact. You may identify specify in your response the type of project assignment your team utilized as the basis for your staffing estimate.
