About this file
This document is a set of Questions and Answers related to a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT) for Cultural Resources Assessment Services. The RFP describes the scope of work, which involves providing staff hours estimates by skill classification, though the department acknowledges this may be challenging given the uncertainty of specific project details. The contract opportunity covers services within the state of Florida, specifically in Wakulla County and Clewiston City.
The RFP response requires a Work Plan demonstrating how the proposer's team would handle a project assignment from beginning to end, including the estimated staff hours by classification. FDOT clarifies that the staff hour estimates do not need to be exact, and proposers may use a hypothetical project assignment as the basis for their staffing plan.

1. On page 19 under 4. WORKPLAN, it states that "The Proposer shall provide a
Work Plan which sets forth on an average the estimated staff-hours for each skill classification...". This is a difficult or indeed an impossible task: staff hours will vary quite widely depending on the nature and size of the task order. How can we accurately estimate staff hours when we have no idea of the project?
Response: The intent is to demonstrate how your team would handle a project assignment from beginning through project delivery. The estimate of staffhours by classification is not expected to be exact. You may identify specify in your response the type of project assignment your team utilized as the basis for your staffing estimate.
