About this file

This is a Questions and Answers document for Solicitation #140FGA26R0013, addressing contractor inquiries regarding electrical repairs at the National Elk Refuge. The document clarifies significant scope modifications made through Amendment 2, which substantially reduced project complexity by removing nine historically registered structures (Quarters #1, #3, #9, #12, #128, Horse Barn, (4) Car Garage/Bunkroom, Log Horse Barn, and Miller Residence), as well as two completed projects (Quarters #147 and Duplex Quarters). The rewire scope was further limited to only the Equipment Storage Building and Winter Horse Shelter, with all residential electrical rewires removed from the Statement of Work. The performance period is 180 days from notice to proceed, with a start date of July 6, 2026.

Key clarifications include that no federal or state permits are required, with all inspections to be completed by government staff and the Contracting Officer's Representative rather than third-party inspectors. For structures requiring rewires, scope begins at the existing panel and includes interior and exterior devices and lighting, with panelboard replacements only where explicitly noted. Partial rewires are acceptable if existing wiring meets code. The Blacksmith Shop requires replacement of all four existing lights, and an alternate bid is requested for converting the Equipment Storage Building's HID lighting to energy-efficient LED. RV hookups are available on-site at $15.85 per day (two 50-amp and one 30-amp connection). The remaining occupied buildings (particularly Quarters #20, where only exit sign repairs are required) do not require occupant vacation, with staff coordinating any necessary electrical service disruptions. If hazardous materials are discovered, the government assumes responsibility for removal and notification.

Questions & Answers - Amendment 2

National Elk Refuge Electrical Repairs

Solicitation # 140FGA26R0013 Questions and Answers

1. Do you know if we can have a camper on-site for sleeping while completing this job?

Hotel options in Jackson area are limited and very expensive during the proposed period of completion.

Response: The Refuge anticipates availability of two 50amp RV hookups and one 30amp RV hookup in refuge RV sites. Site rate is $15.85/day.

2. Scope of work for electrical rewire. This is listed in 12 of the 18 tasks. How involved is this and where exactly does it end? Full rewire meaning all new wiring for all interior and exterior wiring, new devices and lighting? Does the full rewire also include bringing the service up to date as well? This will change the cost per task and definitely adjust the timeline of each task.

Response: The rewire work has been modified to only include Equipment Storage Building & Winter Horse Shelter. And yes, this work is to include re-wire of interior and exterior devices and lighting.

3. Timeline. 180 days as listed in SOW, 8 (B). Is this an accurate timeline to displace these employees from their residences to complete the repairs? These rewires are very in depth, once the scope is determined it will help with this timeline. If the project is torn apart we will have to wait for inspections as well as repairs to sheetrock and more before they can move back in. It is mentioned that there might be allowances for extra time.

Response: The rewire work called out for the Residences has been removed from the SOW.

4. Sheetrock, paint and other subcontractor related repairs. To my knowledge we are not responsible for this—just electrical repairs as listed in SOW, Project Requirements 2 (A). If we are responsible for this—are we allowed to subcontract this work? Do these subs then have to be approved through Sam.gov and follow the same steps we are looking at completing?

Response: The rewire work called out for the residences has been removed form the SOW.

If any of the remaining tasks require drywall repair, this work can be subcontracted out by the Prime Contractor.

5. Amended drawings. I’ve been checking the listing on Sam.gov and have not seen the amendment, with site drawings yet. Where can this be found once it is uploaded?

Response: They will be uploaded to the SAM.gov website via Amendment.

6. Permitting and inspections. Is there a federal permit of some type that will be required for this project? Is a state permit to be pulled with the state as the AHJ? As listed in SOW, 8 (C) I see that there is supposed to be a government onsite inspector, in SOW, 9 ((A) 1) Sean Brophy is listed as the inspector,

7. is this accurate? From what I understand from being local to the area—most federal inspections are to be completed by 3rd party but how is this project specifically to be completed, permitted and inspected?

Response: No permit will be required for the work outlined in the SOW. All inspections will be completed by staff and the COR.

8. Sean Brophy mentioned that there are supporting documents such as a site map, building drawings, and more detailed scope of work for each structure. Could you share this info if availible?

Response: They will be uploaded to the SAM.gov website via Amendment.

9. The SOW requires work to be complete within 180 days of notice to proceed. Does the department have an anticipated start date in mind?

Response: The start date is listed on the SF 30 Amendment 1 document of the solicitation as the Period of Performance, which is currently set as 7/6/26.

10. Several of the structures are noted "complete electrical rewire of house/structure". I noticed that several of the buildings with this scope note have some newer wiring or wiring in conduit. Mr. Brophy suggested a possible scope revision and/or for EC to use best discretion for meeting code compliance and safety standards. Could we be looking at partial rewires or repairing various code/safety deficiencies instead of complete rewire?

Response: Yes, if some of the wiring is to code then it will stay in place and only a partial re-wire will be required.

11. Many of the buildings are occupied. Will residents be occupying living quarters or will they be vacant at time of construction?

Response: The Residences that called out for a complete re-wire have been removed from the SOW. The remaining work in Quarters #20 is not intrusive and will not require the occupants to vacate during work. For Quarters #20 the hard mounted exit signs are installed however the power to two of them is not working, they need to be fixed or replaced. These two locations are the main entrance door sign on the west side of the building and the living room entrance door from the mud room also on the west side of the building. The rear sliding kitchen sliding door sign on the east side of the building is functioning properly.

12. The Blacksmith shop is requesting 3 new light fixtures but there are currently 4 lights and 4 main support beams. Should we quote 4 new light fixtures?

Response: Yes, please replace all (4) Lights

13. Equipment Storage Building has high wattage HID lighting throughout the shop.

Would the department like to see an alternate bid option to convert to energy efficient LED lighting?

Response: Yes

14. Log Horse Barn calls for installation of 1 exterior coach light but both Horse Barn and Log Horse Barn have multiple working exterior lights. Can you clarify this need?

Response: The Log Horse Barn & Horse Barn have been removed from the SOW.

15. Hazardous Materials / Abatement: Several structures identified in the SOW are of significant age. During the site visit, we noted conditions in a number of these older buildings that raised questions regarding the potential presence of hazardous materials.

Has a hazardous materials survey been conducted across the project structures?

Specifically, has the presence of asbestos, lead-based paint, or other regulated materials been assessed and abated? If abatement has not been completed, will that work be the responsibility of the Government or the Contractor under this contract?

Response: The (9) Structures of significant age have been removed from the SOW, no hazardous material should be present in the remaining buildings. If hazardous material is found, the contractor shall notify FWS. FWS shall be responsible for the removal of any hazardous material found.

16. Occupied Buildings / Continuity of Electrical Service: A number of the structures requiring complete electrical re-wires appear to be active, occupied facilities. During the site visit, we observed that several of these buildings are in regular use. Please confirm whether these buildings will be occupied during construction. If so, is the Contractor required to maintain continuity of electrical service throughout the re-wire, and what temporary power provisions, if any, will the Government provide or authorize?

Response: The Residences that called out for a complete re-wire have been removed from the SOW. The remaining work in Quarters #20 is not intrusive and will not require the occupants to vacate during work. The remaining buildings that require electrical work that are occupied staff will work with the contractor for any disruption of electrical power.

17. Scope Clarification: Full Re-Wire vs. Specific Device Installations: For several structures, the SOW specifies both a complete electrical re-wire and the installation of specific devices such as GFCI outlets and Smoke/CO alarms. During the site visit, we observed varying existing conditions across these buildings that made this distinction less clear. Please clarify whether the device quantities listed are intended to represent minimum required installations above and beyond what would result from a complete re-wire, or whether they are callouts of specific items already included within the re-wire scope. This distinction materially affects how the price schedule should be structured.

Response: The Residences that called out for a complete re-wire have been removed from the SOW. The (2) remaining structures that require a rewire (Miller House Garage & Equipment Storage Bld) the additional devices noted are specific items already called out within the rewire scope.

18. RV Rental Area: Given the remote nature of the project site and the duration of the 180-day performance period, please confirm whether RV hookups are available on or near the refuge.

Response: The Refuge anticipates availability of two 50amp RV hookups and one 30amp RV hookup in refuge RV sites. Site rate is $15.85/day.

19. Scope Limits: Start and Stop Points for Re-Wire Scope: For buildings requiring a complete electrical re-wire, please clarify the intended start and stop points of the contractor's scope. During the site visit, we noted variability in existing service configurations across the structures, which makes this an important clarification for accurate pricing. Specifically:

1. a. Does the re-wire scope include the service entrance and utility connection, or does it begin at the existing panel?

2. b. Are panelboard replacements included for all re-wire buildings, or only where explicitly noted in the SOW?

3. c. Are exterior outlets, fixtures, and any site lighting served by the building included within the re-wire scope.

Response: 1a – At Panel, 2b – Only where explicitly noted, 3C – Yes

20. Scope Limitations for Historically Registered Structures: Several structures included in the project scope appear to be listed on or eligible for the National Register of Historic Places. Please clarify what work methods, materials, and modifications are permissible within these structures, and whether there are any restrictions or special requirements for the electrical rehabilitation scope as it relates to their historic designation.

Additionally, please confirm whether a Section 106 consultation under the National Historic Preservation Act has been completed, and whether any findings from that review will affect the contractor’s methods or material selections.

Response: The (9) Structures of significant age have been removed from the SOW

Changes to the SOW:

1) The following nine historical buildings will be removed from the current scope of work (Quarters #1, Quarters #3, Quarters #9, Quarters #12, Quarters #128, Horse Barn, (4) Car Garage/Bunkroom, Log Horse Barn, & Miller Residence).

2) Quarters #147 will be deleted from the scope, as staff confirmed the work has already been completed.

3) Duplex Quarters will also be removed, as staff confirmed the work has already been completed.
