Questions and Answers (Date issued: May 09, 2022)
Oregon Parks and Recreation Department (OPRD)# 9086
RFP OREGONBUYS BID# S-63400-00002859
Restoration of McGiffert Log Loader and 3 Skeleton Rail Cars Damaged in 242 Fire
Q1: We have a question about Work Item 7 what would a maintenance plan for the McGiffert and log cars include (Attachment A – Sample Contract, Section 4. Services). It’s difficult to price the work item until we know what would be expected from us as far as ongoing maintenance is concerned.
Answer: Plan should include maintenance tasks and instructions that are needed on a monthly, annual and/or semi-annual basis to preserve items in an outdoor exhibit environment. For example, maintenance plans would address:
• Elements of the equipment, such as:
o Painted lumber o Untreated lumber o Metal pieces o Cable Inspections
• When should these elements be inspected? How often? What should we look for? What regular task should be done to help preserve these items?
[For example, the cables holding up the lift boom. Do we oil them every 3 years? Or do we check for rust and when they are rusted half-way thru, replace? Or maybe we paint them every so many years with this type of paint?]
Q2: Can a contractor invoice for supplies ordered at the beginning of the Project?
Answer: Yes, it is negotiable. OPRD will work with the proposer awarded for the contract to set up payment and invoice plans and terms in the contract.
Q3: 4.9 Proposal Rejection of the RFP references ORS. How do I look up ORS numbers?
Answer: ORS means Oregon Revised Statutes. ORS referenced in 4.9 is ORS 279B.110 (Link to ORS 279B:
https://www.oregonlegislature.gov/bills_laws/ors/ors279b.html)
Q4: RFP Attachment D (Reference Check Form) – Do we only complete Part 1?
Answer: Yes. If OPRD determines to check references, SPC will contact references provided by Proposer in Part 1 of the form.
Q5: Do Davis-Bacon wages apply?
Answer: No. The Davis-Bacon Act does not apply to FEMA’s Fire Management Assistant Grant (FMAG).
Q6: Regarding documentation requirements for photographing – Is digital and color photos okay? What type of photo log?
Answer: Yes. Digital copy of the color photographs will be okay. Photographs of the equipment can be labeled in a photo log with the following information: (1) date taken, (2) equipment name or Catalog Number for identification, and (3) view shown and description of the view if necessary. (Example, 10/2/2022, Skeleton Car # 2, Right Rear Wheel)
