About this file

This document contains the Questions and Answers related to the Provider Management Platform Request for Proposal (RFP) issued by the Oregon Department of Early Learning and Care (DELC). The RFP is for a data management and reporting system to facilitate the management and reporting of data for the Preschool Promise program. The RFP indicates that DELC anticipates releasing additional solicitations, but the data management and reporting system will be a separate solicitation. The RFP requires onsite presence for user acceptance testing and training, though some services may be performed outside the United States. Proposals must be submitted through the OregonBuys portal, and the System Requirements attachment will not count towards the page limit. DELC anticipates a 3-6 month implementation period for Phase 2 and will evaluate the Price Proposal subjectively, allowing for a mix of fixed and unit-based pricing. DELC requires compliance with HIPAA and other state-specific cybersecurity requirements, and will negotiate the data format with the selected vendor.

The RFP does not require the use of any existing contracts, and DELC has not provided CCRIS-related documentation. DELC estimates approximately 200 internal users and 3,000-5,000 external users, but is not looking for dedicated help desk support. DELC may withhold a "Retention Amount" based on issues with the implementation, and will provide a revised version of the submission requirements in Addendum #1.

Questions and Answers

Q: Whether companies from Outside USA can apply for this?

(like,from India or Canada)

A: Companies from outside the United States may apply, provided, the company is authorized to provide services in the State of Oregon.

Q: Whether we need to come over there for meetings?

A: Yes, onsite for UAT and trainings would be required at a minimum.

Q: Can we perform the tasks (related to RFP) outside USA?

(like, from India or Canada)

A: A Contractor may be able to perform some services outside the United States.

However, Agency Data may not be accessed, processed or transmitted outside the United States.

Q: Can we submit the proposals via email?

A: No.

Q: On July 19, 2018, the Early Learning Division (ELD) issued a Request for Information (RFI) for a Data Management and Reporting System, with the purpose of identifying technical solutions that would facilitate the management and reporting of data for the Preschool Promise program. Since the closure of the RFI in August 2018, we have been diligently monitoring the project's progress. Recently, our attention was drawn to the Provider Management Platform Request for Proposal (RFP), which indicated that ELD has transitioned into an independent agency known as DELC. Furthermore, DELC has expressed its anticipation of releasing additional solicitations. However, it remains unclear whether the Data Management and Reporting System will be part of these forthcoming solicitations. While the current RFP does not mention it, I am actively seeking information on whether this system will be integrated with other solutions or temporarily put on hold.

A: DELC has not established a data infrastructure, it would need to integrate. The data solution will be a separate solicitation.

Q: Did any vendor participate in development of the RFP, including consultation or writing the scope of work, budget, technical and business requirements, user stories or deliverables?

A: Yes

Q: Are vendors who participated in development of the RFP precluded from bidding on the RFP?

A: Yes

Q: Does this need to be quoted on a contract? If so, which one is preferred? (i.e. NASPO Cloud, NASPO SVAR, etc)

A: No, this does not need to be tied to a current contract. Attachment A is the sample contract for this project.

Q: Is a link or a copy of the policy description available to bidders? If so, please provide.

A: Please see Req ID NF-006-008: 5.10.4.1 Patch Management

The agency shall identify applications, services, and information systems containing software or components affected by recently announced software flaws and potential vulnerabilities resulting from those flaws.

The agency (or the software developer/vendor in the case of software developed and maintained by a vendor/contractor) shall develop and implement a local policy that ensures prompt installation of newly released security relevant patches, service packs and hot fixes. Local policies should include such items as:

1. Testing of appropriate patches before installation.

2. Rollback capabilities when installing patches, updates, etc.

3. Automatic updates without individual user intervention.

4. Centralized patch management.

Patch requirements discovered during security assessments, continuous monitoring or incident response activities shall also be addressed expeditiously.

Q: Is CCRIS-related documentation, based on the Federal Enterprise Architecture Framework (FEAF) or similar industry Enterprise Architecture framework, available? If so, please provide.

A: DELC does not have CCRIS related documentation to provide currently. The documentation is too outdated to be provided.

Q: Please confirm that HIPAA (Health Insurance Portability and Accountability Act) is excluded.

A: No. There is a potential for HIPAA data, and the requirement to comply with HIPAA is not excluded.

Q: How long is the State assuming that the implementation period will be for Phase 2?

A: DELC anticipates 3-6 months for phase 2 implementation.

Q: Based on the large number of system requirements, we request that System Requirements (Attachment F) not count toward the page limit.

A: Attachment F, or the revised attachment, will not count toward the total page limit for proposals.

Please see Addendum #1.

Q: Is there a specific amount of option years to be assumed?

A: No.

Q: Are the sections of the cost form evaluated separately (Sections A-D)? Are points allocated or weighted differently across the components of the cost form?

A: Total points for cost will include sections A, B and C. These sections will be evaluated subjectively.

Q: Is the Total Fixed Price intended to represent the sum of Sections A, B, and C? If so, please confirm that components of Section C may be unit based and not strictly firm fixed pricing.

A: Pricing can be submitted in any unit (ex: fixed or hourly). Pricing will be scored subjectively.

Q: How do phases 1 and 2 relate to the sections of the pricing proposal?

A: DELC requires that Proposer’s Price Proposal reflect a phased approach. As stated in the RFP, DELC will be evaluating the Price Proposal subjectively.

Q: The link provided for the CSS Security Plan Template results in a 404 Error – Page not found. Please provide a current URL

A: Here is the corrected link: https://www.oregon.gov/eis/cyber-security-services/Pages/guidance-for-state-agencies.aspx

Q: Please confirm the format for the Agency Data, for example, comma separated values

A: DELC is willing to negotiate the format for Agency Data. Java Script Object Notation (JSON) formatted data would be best, but other formats are acceptable, including Comma-separated Value (CSV) or Extensible Markup Language (XML).

Q: The NF-006 requirements end at NF-006-0013.

Please provide any missing requirements after NF-006-0013.

Q: Can the State please define/explain how they would make the decision to withhold the “Retention Amount” before the final acceptance of the Implementation?

A: DELC may exercise its retention right depending upon issues with implementation.

Q: Is a hard copy required even with an online submission via the OregonBuys portal?

How is the state defining “electronic copy?”

A: Please see Addendum #1, for a revised version of Section 3.2.14.
