2.3 OVERVIEW AND PURPOSE
2.3.1 Agency Overview and Background
The Department of Early Learning and Care’s (DELC) mission is to support all of Oregon’s young children and families to learn and thrive. DELC works as an integrated team focused on: Child Care, Early Learning Programs and Cross Systems Integration, Policy and Research, and Equity.
Per the directive of House Bill 3073, on July 1, 2023, the new early learning agency – the Department of Early Learning and Care (DELC) -- transitioned from Oregon Department of Education, Early Learning Division (ELD) into an independent agency and the Employment Related Day Care program (ERDC), a child care subsidy program currently administered by the Oregon Department of Human Services (ODHS), migrated to DELC.
2.3.2 Project Overview and Background
The Department of Early Learning and Care is a newly formed agency, truly in its infancy, that is bringing together many services throughout several agencies focused on servicing the needs of the state’s most vulnerable customers. DELC’s aim is to fulfill the State Chief Information Officer’s mandate to move to a cloud-based, data driven solution. At the same time, DELC expects to go through many organizational and legislative changes, especially within the first few years of the Agency’s infancy. The solution provided pursuant to this RFP must be designed so that it is dynamic and flexible enough to make large changes or additions that are custom to the Agency’s changing but specific needs. After the solution is implemented, DELC anticipates the need to release additional solicitations to adapt the supplied solution, as-needed. (see requirements #NF-006-0014, -0015 in Attachment F)

4.10 ROUND 1 EVALUATION PROCESS
4.10.1 Responsiveness and Responsibility Determination
4.10.1.1 Responsiveness determination
A Proposal received prior to Closing will be reviewed to determine if it is Responsive to all RFP requirements including compliance with Section 3.2 (Round 1 Proposal Requirements). If the Proposal is unclear, the SPC may request clarification from Proposer. However, clarifications may not be used to rehabilitate a non-Responsive proposal. If the SPC finds the Proposal non-Responsive, the Proposal may be rejected, however, DELC may waive mistakes in accordance with OAR 137-047-0470.
4.10.1.2 Responsibility determination
DELC will determine if an apparent successful Proposer is Responsible prior to award and execution of the Contract. Proposer shall submit a signed Responsibility Inquiry (Attachment G) within 5 Business Days of receipt of Intent to Award notice.
At any time prior to award, DELC may reject a Proposer found to be not Responsible.
4.10.2 Evaluation Criteria
Each Proposal meeting all Responsiveness requirements will be independently evaluated by members of an Evaluation Committee. Evaluation Committee members may change and DELC may have additional or fewer evaluators for optional rounds of competition.
Evaluators will assign a score for each evaluation criterion listed below in this section
4.10.2 up to the maximum points available as specified in Section 4.11 (Point and Score Calculation).
SPC may request further clarification to assist the Evaluation Committee in gaining additional understanding of Proposal. A response to a clarification request must be to clarify or explain portions of the already submitted Proposal and may not contain new information not included in the original Proposal.
The Proposals will be scored as follows for Round 1:
4.10.2.1 Proposer’s Organization Profile (50 Points)
Does Proposer demonstrate sufficient experience in providing the Services?
4.10.2.2 Experience and Capabilities (100 Points)
Proposer must demonstrate Proposer has a minimum of five (5) years of experience providing services similar to this RFP.
4.10.2.3 Key Persons, Organizational Chart and Subcontractors (150 Points)
Degree to which Proposer shall provide a sufficient number of Key Persons and support personnel qualified by experience, credentials and capabilities to deliver the requested services.
4.10.2.4 Scope of Work (200 Points)

4.10.2.5 Price

4.10.2.6 References (30 Points)
References will be scored using the formula below, based upon the Proposer’s scores as given by each reference in response to the three (3) experience related questions, using the form in Attachment D.
If the Proposer fails to submit the required three (3) references, the Proposer will receive a zero score for each missing reference.
Each individual reference will be scored, up to 10 points, and then the SPC will combine the three scores received and divide that total by 30, this number will then be multiplied by the 30 points allotted for this category to determine the Proposer’s final reference score.
Total Score for 3 References (Max of 30 Points)
X 10 = Reference Score
4.10.2.7 Project Samples (70 Points)

4.10.3.2 Recycled Materials

The SPC will average the final scores for each Proposal in a given round of competition (calculated by totaling the points awarded by each Evaluation Committee member and dividing by the number of members).
DELC will rank all Proposers at the conclusion of the evaluation and scoring and may, in DELC’s sole discretion, determine an apparent successful Proposer with no additional rounds of competition. If additional rounds are conducted, DELC will rank advancing Proposers at the conclusion of each subsequent round and may determine an apparent successful Proposer at any time during the solicitation process.
