About this file

This document is an addendum to a Request for Proposal (RFP) issued by the Oregon Department of Early Learning and Care (DELC) for a Provider Management Platform. The addendum revises multiple sections of the RFP, including the Disclosure Exemption Affidavit, Attachment F - System Requirements, page limits, and the System Security Plan requirements. It also modifies the contract language regarding the delivery of Agency Data upon expiration or termination of the contract. The RFP is seeking a dynamic and flexible solution that can adapt to the changing needs of the newly formed DELC, which expects to have approximately 200 internal users and up to 5,000 external users.

The RFP is for a state-wide contract opportunity involving the jurisdictions of Marion County and Salem City. The contract term and any renewal options are not explicitly stated. Pricing terms, set asides, incumbents, funding requirements and sources, and other financial details are also not provided in this addendum.

2.6 MODIFICATION OF SECTION 2.3.2

The Department of Early Learning and Care is a newly formed agency, truly in its infancy, that is bringing together many services throughout several agencies focused on servicing the needs of the state’s most vulnerable customers. DELC’s aim is to fulfill the State Chief Information Officer’s mandate to move to a cloud based, data driven solution. At the same time, DELC expects to go through many organizational and legislative changes, especially within the first few years of the Agency’s infancy. The solution provided pursuant to this RFP must be designed so that it is dynamic and flexible enough to make large changes or additions that are custom to the Agency’s changing but specific needs. After the solution is implemented, DELC anticipates the need to release additional solicitations to adapt the supplied solution, as-needed.(see requirements #NF-006-0014, -0015 in Attachment F).

This solution is expected to have approximately 200 internal users and up to 5,000 external users.
