About this file
This document contains questions and answers related to Bid #21-416CMS-BOSS4-B-16485 issued by the State of Illinois Department of Central Management Services for JPMC Bulk Food Items. The solicitation covers 105 bulk food items, including 3 items for empty milk cartons to be used at the state's Correctional Dairy Farm. The state intends to award the contract to a single vendor, but reserves the right to award by line item if needed. One vendor inquired about partnering to bid on the food items while allowing the incumbent vendor to retain the milk carton business. The state clarified that line item #99 "Sure" has been canceled.
The solicitation requires bidders to provide pricing for all 105 line items. No set-asides or specific funding information was provided. The state aims to make a single award to the overall lowest responsive and responsible bidder, but may award by line item if necessary.

STATE OF ILLINOIS
QUESTIONS & ANSWERS FOR BID
Department of Central Management Services JPMC Bulk Food Items
21-416CMS-BOSS4-B-16485
The following questions were asked by vendors and this Question & Answer was created to address those questions.
Question 1: I have been contacted by an individual to partner on this bid so that all items can be bid on. This is what they stated.
“State of Illinois has issued a Master bid with 105 “bulk items” that opens August 27. 3 of the items are empty milk cartons for use at their Correctional Dairy Farm. I believe they are currently using (Vendor A) cartons. We do not wish to take this business away from (Vendor A), we are interested in the food items on the bid. However, the State indicates on the bid that they want to award all items to 1 vendor. We are hoping that we could work together to win this bid.”
Can I bid on just the cartons or do I need to bid on all items?
Answer: The State intends to make one award to the overall low total responsive and responsible bidder; however, the State reserves the right to award by line item. If no responsive bidder bid on all the lines items, the State may choose to award by line item.
Question 2: I have a quick question I need some help with! ☹ We are looking at Bid #21-416CMS-BOSS4- B-16485 and are confused with line item # 34 Cure Pink and line item #99 Sure. Are these the same?
What is the difference?
Answer: Line item #99 has been canceled.
