About this file

This Questions and Answers document addresses technical clarifications for the Illinois Department of Transportation District 3's generator installation project at the Ladd and Sycamore Maintenance Yards. The document provides definitive guidance on eight key technical issues raised during the bidding process, including specifications for copper wire in underground installations, reuse of existing conduit in accordance with National Electrical Code fill capacities, and approval of EMT conduit for interior building applications. The document confirms that all work must be completed between March 15 and November 15, with a 24-month initial contract term commencing upon the last dated signature of the parties. Critical clarifications address responsibility allocation between IDOT and the contractor, with IDOT handling all surface material removal, excavation, trenching, backfill material, and compaction, while the contractor is responsible for providing labor and materials for concrete pads, coordinating all work with the IDOT yard supervisor with a minimum of 14 days' notice in advance.

The responses also establish technical specifications for electrical infrastructure, including confirmation that the generator system will operate as a 120/240-volt, three-phase, four-wire Delta (high leg delta) configuration rather than a Y system. For Panel PP-1 modifications at building D0222, the contractor may either install a new 200-amp, three-pole breaker in empty panel spaces by temporarily removing plywood for access, or alternatively provide an exterior NEMA 3R junction box with a 200-amp NEMA 3R enclosed circuit breaker on the back side of building D0390 to feed the new 200-amp subfeed. Updated specification sheets for the Ladd location have been incorporated into the project documents, reflecting these clarifications and ensuring alignment between contractor capabilities and project requirements.

Questions & Answers B-53347

1. Q: Copper or aluminum wire for underground wire runs?

A: All wire shall be copper wire.

2. Q: Can existing underground conduit be re-used if it is proper size?

A: Existing conduit, above and below grade, may be re-used if possible and in accordance with NEC fill capacities. Provide all fitting required to adapt existing conduit to new equipment or routing.

3. Q: Is it okay to run EMT conduit inside buildings or does it have to be galvanized?

A: EMT conduit inside buildings is allowed.

4. Q: Will this work need to be completed between March 15th – November 15th?

A: Per section 1.3 of the contract, this work must be completed between these dates March 15th - November 15th. Any work that is started prior to November 15th must be completed so the Yard can function normally after November 15th. The contract will have an initial commencing upon the last dated signature of the Parties and ending twenty-four (24) months after execution.

5. Q: Trenching between D0222 and old salt shed, IDOT or contractor?

A: Sheet 4, Note 1: “All surface material removal, excavation, trench excavation, backfill material and compaction to be by IDOT Coordinate installation of concrete pads, conduits, ground fields, pull boxes, bollards, ETC, with IDOT. All trenching/excavation requirements shall be coordinated with IDOT yard supervisor a minimum of 14 days in advance.”

6. Q: Trenching between D0222 and old tire shed, IDOT or contractor?

A: Sheet 4, Note 1: “All surface material removal, excavation, trench excavation, backfill material and compaction to be by IDOT Coordinate installation of concrete pads, conduits, ground fields, pull boxes, bollards, ETC, with IDOT. All trenching/excavation requirements shall be coordinated with IDOT yard supervisor a minimum of 14 days in advance.”

7. Q: New generator pad at Ladd – IDOT or contractor?

A: For the concrete generator pad – IDOT will provide the backfill material and labor for excavation/backfill/compaction as in note above. Contractor shall provide the labor and materials for the concrete pad.

8. Q: Verify voltage that is required for the generator is Delta system 120/240. Is contractor to install Y system 120/208 or Delta 120/240 system.

A: Generator will be a 120/240, 3-phase, 4-wire Delta (High leg delta).

9. Q: Per the specs, a 200A breaker is to be added to Panel PP-1 to feed building D0222. The contractor is saying that Panel PP-1 will not accept another 200A subfeed breaker. The Panel is flush mounted, and the contractor would have to open up walls to get installed.

A: Install a new 200A 3-pole breaker in the empty spaces in Panel PP-1. Temporarily remove plywood to gain the necessary access to exit the building. Alternatively, contractor may elect to provide an exterior NEMA 3R junction box intercepting the new feeders from the new ATS to existing panel PP-1 and feed an additional 200A, NEMA 3R enclosed circuit breaker that will in turn feed building D0222; Add 12”x12”x8” NEMA 3R junction box on the back side of building D0390; Add 200A NEMA 3R enclosed circuit breaker on back side of building D0390 and feed D0222 out of this.
