About this file
This document contains Questions and Answers regarding Bid #22-494DOT-FINAD-B-25594 for Trucks with Drill Rig issued by the Illinois Department of Transportation (IDOT). The bid solicits the procurement of two (2) trucks equipped with CME-45B drill rigs. The document addresses various clarifications and modifications to the technical specifications, including requirements for PTO, spare wheel and tire, trailer brake controller, LED lighting, safety/warning light control systems, platform body dimensions, rear bumper, rotary drive, underside sheave, water tank, drill platform, and tool boxes. IDOT confirms that fiscal year-end will not affect acceptance or funding, and that pre-construction drawings and pre-paint inspection or pictures will be required prior to delivery if awarded.
Regarding pricing, the document indicates that IDOT is aware the actual dimensions and configuration of the platform body and drill rig may vary from the standard descriptions provided, and they will review and approve drawings before construction. There is no mention of any set-aside requirements, incumbent contractors, or specific funding sources and amounts. The focus is on clarifying the technical specifications to ensure the trucks meet IDOT's requirements.

Trucks with Drill Rig
1) We did not see any delivery requirement within the bid documents. Lead time on new equipment is substantial due to new truck availability and other materials issues. Will the State’s fiscal year end affect acceptance or funding this new truck mounted drill rig?
Answer: Fiscal year end will not affect acceptance or funding of the trucks.
2) Ref: Page 5 of 24 Transmission: PTO openings, PTO prep group, and PTO provision module are not required for a CME-45B drill. Can these options be deleted to reduce the cost of the truck?
Answer: IDOT calls for PTO prep group on all medium duty trucks as package may include items needed later.
3) Ref: Page 6 of 24 Spare Wheel and Tire Carrier: Is a spare wheel and tire required in addition to the carrier?
Answer: Yes, tire is described earlier in spec.
4) Ref: Page 7 of 24 Instruments & Accessories: Is trailer brake controller /Seven (7) pin trailer plug required on this smaller truck? More to follow on this, but overall weight of this unit should be considered.
Answer: Yes In regard to weight or GVW; the GVW min of 20,000 to 23,500 is described in specification. Upgraded suspension package or truck GVW is permitted and even describes the use of auxiliary springs under rear suspension.
5) Ref: Page 8 of 24 LED Light Bar and Warning Lights: Does the State require all of this special lighting on this smaller drill truck? If so, can examples or brand info be provided? And again, consider the overall weight of the unit is a concern.
Answer: Yes, by IL law if the truck is used in a construction zone, on-highway or shoulder work it shall be visible 500ft in all directions (360°). IDOT has used multiple manufacturers (i.e. Whelen, Federal Signal, ECCO, etc.) and most of them are familiar with our trucks. On smaller trucks we use what some refer to as a Super LED on rear or grill of truck.
6) Ref: Page 9 of 24 Safety/Warning Light Control System: Does the State require all of this special lighting on this smaller drill truck? If so, can examples or brand info be provided? And again, consider the overall weight of the unit is a concern.
Answer: Yes, see above. Lighting control system shall allow situation-based lighting control (i.e. Whelen.Commond or equal)
7) Ref: Page 9 of 24 LED Auxiliary Lighting: Does the State require all of this special lighting on this smaller drill truck? If so, can examples or brand info be provided? And again, consider the overall weight of the unit is a concern.
Answer: Yes, items are described by name and part number.
8) Ref: Page 10 of 24 Platform Body: Please clarify what “Inside length 174” and overall width 94” refer to. The platform on this small drill truck will be much shorter in length and will by 96” wide.
Answer: Description is a standard description of a platform body and IDOT is aware options and drill unit will change dimensions.
9) Ref: Page 10 of 24 Platform Body: Please clarify “All compartments shall have switch activated LED lighting”. Does this pertain to this small drill truck?
Answer: Toolboxes or compartments that may store tools or accessories shall have switch activated LED lighting for low light or nighttime operations.
10) Ref: Page 10 of 24 Platform Body: Are the two (2) 1,000 Lumen auxiliary LED spot/work lights required on this small drill truck? Again, considering overall weight of this unit.
Answer: Yes, they shall light the platform/drill rig.
11) Ref: Page 12 of 24 Rear Bumper: The CME-45B drill body will not utilize a rear bumper. Can this be deleted from the specifications?
Answer: No, reinforced tail plate is acceptable meeting any DOT requirements.
12) Ref: Page 12 of 24 Rear Bumper: Can trailer hitch receiver be deleted from this small drill truck to eliminate the extra weight?
Answer: No
13) Ref: Page 12 of 24 Body Finish: Please confirm if non-slip coating is required on this drill body. This will add weight to the machine.
Answer: Any portion of the platform an operator could step while accessing body.
14) Ref: Page 14 of 24 Rotary Drive: The CME-45B drill does not have a hollow spindle so we will enter “N/A” for the Drill Spindle I.D.
Answer: Acceptable
15) Ref: Page 17 of 24 Underside Sheave: The underside sheave is not offered on the CME-45B since it does not have a hollow spindle.
Answer: Please note that on response.
16) Ref: Page 20 of 24 Water Tank: A water tank/tool combination is not available with a CME-45B on small truck due to weight limitations.
Answer: The receiving District was informed a small water tank was available and sent optional equipment list. Please respond in bid response of sizes available.
17) Ref: page 21 of 24 Drill Platform: The smaller drill truck will not use a 10” channel bumper like larger drill trucks. A heavy-duty steel bumper will be provided that incorporates the front leveling jack and front winch specified.
Answer: Please describe in bid response.
18) Ref: page 21 of 24 Drill Platform: Please confirm if a brush guard is required on this small drill truck. Again, considering the overall weight of the unit. If so, a fixed brush guard can be used on the smaller drill truck with “alligator” type hood. And a brush guard made of 2” flat steel instead of steel tubing would be recommended to reduce the overall weight.
Answer: Yes
19) Ref: page 21 of 24 Drill Platform: There is reference to “tandem axles” in the first paragraph. This smaller drill truck will have a single rear axle.
Answer: Correct, Tandem was a typo and truck is described as single axle in chassis portion.
20) Ref: Page 21 of 24 Drill Platform: The driller step does not slide from horizontal position on this smaller drill body. Will the State accept the standard folding driller step used in this application?
Answer: Yes, please describe in bid response.
21) Ref: Pages 21-22 of 24 Drill Platform: The specifications call for tool boxes left and right side ahead of rear wheels on page 21, and then auger racks left and right side in lieu of standard equipment on page 22. If auger racks are placed under body, ahead of rear wheels on both sides in lieu of tool boxes, this unit will not have any tool boxes at all. Please review and advise.
Answer: The only thing this refers to is the configuration of the auger rack on platform while everything else remains the same. The District is wanting the auger rack accessible from both sides of platform. The base configuration calls for access from one side of platform only.
“A platform auger rack shall be furnished, accessible from the left (street) and right (curb) side of the platform”.
