About this file
This is a Questions and Answers document issued by the Illinois Department of Human Services (DHS) for Asbestos Abatement services at the Elisabeth Ludeman Center located at 114 N. Orchard Drive, Park Forest, Illinois. The project involves the removal of asbestos-containing tiles and associated mastic from Buildings 43 and 52 at the facility. The specific square footage for the work has not been finalized at the time of the Q&A document, as the final scope will be determined by location and may increase if tiles are disturbed or damaged during the removal process. The project scope includes any rooms within the buildings where damaged tiles are present, including the laundry room in House 52.
Vendors should include all related project costs in their bid submissions, including permit fees and final air sample testing and clearances. The Department has indicated a preference for the most cost-effective removal method for mastic that causes the least disturbance to surrounding areas, leaving the specific methodology to vendor discretion. This approach allows bidders flexibility in their technical approach while controlling overall project expenses.
