About this file

This document contains questions and answers related to an Invitation to Bid (ITB) issued by the state of Oregon for Traffic Video Surveillance Equipment. The ITB is for a Price Agreement that will be utilized by Marion County and the City of Salem. The ITB covers a variety of equipment such as PTZ cameras, pole mounts, and accessories. Bidders are allowed to propose multiple options for line items, which should be listed as 5A, 5B, etc. Accessories should be specified within the bid item numbers. Bidders can submit proposals from multiple manufacturers, but a single response with all options is preferred. Responses must be submitted electronically through Oregon Buys. The ITB provides clarification on the camera requirements, including that a pendant-style PTZ camera is acceptable in addition to an enclosed dome-style.

Pricing for the equipment and accessories should be provided in the price proposal spreadsheet. The state will evaluate the lowest priced option that meets the specifications. There is an existing contract for the camera equipment that the state has been using, which is the pendant-style. The state may be able to accept a camera that does not fully meet the minimum zoom and focal length requirements if it can be proven to provide the same field of view when zoomed.

Questions and Answers #1

ITB 73000-00006972/35692

Traffic Video Surveillance Equipment

1. How do we go about listing several possible options for a specific line item within the bid? (For example, if there are Two Different Pole Mounts available for line #5, would we list them as 5A and 5B, or is there some other method to list these options properly?) Listing all of the options is helpful for us as we would likely want all options to be added to the PA. Listing as 5A, 5B, etc. is fine. In the price proposal they will need to provide a cost for each option.

2. How should the requested Accessories for the Desired Features be listed within the equipment spread sheet? In the price proposal spreadsheet where the equipment is listed the accessories should be specified within the bid item number. For example, if the PTZ camera (bid item 10) is made up of 3 parts then all of them need to be listed under bid item 10 so the prices can be compared with other proposals accurately. If there are accessories beyond what is listed in the price proposal spreadsheet then please include the prices and reference the technical specification section, but they will not be scored in comparison with other proposals if not included in the bid items of the price proposal spreadsheet.

3. We have several different Camera Manufacturers that would like to bid this project, Is it acceptable to provide Two Separate Bid Responses, one for each manufacturer? It would be preferred to have a single response with all of the options. If there are multiple options that meet the spec we would want those included in the PA. We will score the lowest priced option that meets the spec for the price proposal section.

4. Should responses to this bid be made Electronically Only, or are Hard Copy Quotes with printed data sheets desired? Responses should be made electronically through Oregon Buys.

5. Section 4.1, k. specifically states “The PTZ camera must be dome style.” By that, is it to be understood that the camera mechanism must be fully enclosed in a plastic bubble (or Dome), or does the camera simply need to be a “Pendant type Mount” style, where the camera mechanism is open and exposed to the environment with no plastic bubble? (Still IP rated, but no cover.) Pendant type mount is acceptable in addition to the traditional enclosed dome. Attached is the current camera under contract that we have been using, which is the pendant style.

6. If a Proposed PTZ Camera offers a lower “ZOOM x Minimum” and “Focal Length Range” than is requested, but of a Higher than minimum Pixel Count, and therefor offers the same field of view Zoom-In capacity, will it be disqualified on the Zoom x Multiple and/or Focal Length Range only? If it can be proven to provide the same field of view when zoomed, then we may be able to accept it, but likely we will require compliance with the mandatory specifications as written.
