About this file

This document is a Request for Proposal (RFP) issued by the Oregon Department of Transportation (ODOT) for a Traffic Video Surveillance Equipment Price Agreement. The primary objective is to establish a purchasing mechanism for the supply of fixed position cameras, pan-tilt-zoom cameras, and accessories on an as-needed basis for ODOT's statewide Intelligent Transportation System (ITS) program. ODOT currently has over 600 cameras used to monitor road conditions, and this RFP will be used to replace existing roadside cameras at end of life and potentially add new camera equipment. The initial term of the Price Agreement is 10 years, with options to renew up to a cumulative maximum of 15 years. Proposals are due by the Bid Opening Date specified in OregonBuys, and there will be no public opening of proposals.

The RFP provides detailed technical specifications for the required camera equipment, including both mandatory and desirable features that will be scored. Proposers must submit pricing for the required items, and their responses will be evaluated on references, technical specifications, and price. ODOT encourages participation from small, minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses certified through the Oregon Certification Office for Business Inclusion and Diversity. The successful Proposer(s) may be required to submit additional documentation prior to contract award, such as insurance, business registry, and pay equity certifications.

GENERAL INFORMATION

INTRODUCTION

The State of Oregon, acting by and through the Department of Transportation, (“Agency” or “ODOT”), is issuing this Request for Proposal under the provisions of ORS 279B.060 for supply of closed-circuit television (CCTV) cameras with associated Goods on as as-needed basis for traffic surveillance.

ODOT is seeking to award a Price Agreement for the purchase of digital IP fixed mount video cameras, digital IP Pan-Tilt-Zoom (“PTZ”) dome cameras, enclosures, infrared illuminators, power supplies, mounts, and associated hardware for Intelligent Transportation System (“ITS”) applications.

ODOT’s ITS program operates thousands of field devices statewide. This inventory of devices includes 360 fixed mounted traffic cameras and 260 PTZ cameras.

The initial term of the PA is anticipated to be 10 years with options to renew up to a cumulative maximum of 15 years.

Any purchases under the PA will be authorized by purchase orders issued by ODOT in accordance with the ordering procedures described in Attachment A - Sample Price Agreement, Exhibit G. Proposers are advised that there is no guarantee of any specific amount of purchases under the PA. Notwithstanding the award of a PA, ODOT may conduct separate solicitations or award project-specific contracts or purchase orders for Goods similar to those described within this RFP using any method allowed by law.

Any Proposer awarded a PA represents and warrants that all prices, terms and benefits proposed by Proposer are equal or better than the equivalent prices, terms and benefits being offered by Proposer to any other state or local government entity or commercial customer.

Additional details on the Scope of the Goods are included in Attachment A – Sample Price Agreement and Attachment H – Technical Specifications.

Agency anticipates the award of one Price Agreement from this RFP.

OVERVIEW AND PURPOSE

Agency Overview and Background ODOT currently has over 600 cameras used to monitor road conditions for public access via the TripCheck traveler information website and for internal viewing by maintenance crews and the Transportation Operations Center (TOC). Camera images provide real-time imagery of highways around the state to prepare travelers for hazardous road conditions and traffic congestion. ODOT Maintenance and the TOC use the cameras to determine where incidents are that need responders and where extreme weather is impacting the highways. ODOT staff monitor the real-time live streaming video with Teledyne FLIR Cameleon that also provides control for pan-tilt-zoom cameras.

Project Overview, Background and Purpose The primary objective of this RFP is to establish a purchasing mechanism (POs issued under a PA) for the supply of fixed position cameras, pan-tilt-zoom cameras, and accessories statewide. The PA will also be used for replacing existing roadside cameras that are at end of operational life.

Agency may also be interested in other camera equipment that are not specifically listed in the RFP. ODOT may negotiate with the successful Proposer to identify additional camera options, training, maintenance, software, support services and optional features that may be added to the resulting PA.
