About this file
This document is a technical specification for a Request for Proposals (RFP) issued by the Oregon Department of Transportation (ODOT) for a Traffic Video Surveillance Equipment Price Agreement. The RFP is seeking proposals for fixed position and pan-tilt-zoom (PTZ) cameras, including associated accessories, to integrate with ODOT's existing video management software. The equipment must meet mandatory technical specifications, and proposers can offer additional desired features for consideration. The RFP is open to public agencies in Oregon, including Marion County and the City of Salem. Proposers must demonstrate their qualifications, experience, and available resources to meet the requirements. The contract term is not specified, but may include renewal options.
The RFP provides detailed technical specifications for the fixed position and PTZ cameras, including requirements for video performance, networking, power, environmental, and management capabilities. Proposers can offer optional features such as fiber optic connectivity, video stream distortion, conformal coating, and extended warranties, which will be evaluated and scored. The RFP also includes desired features for power conditioning and PoE power supplies. Pricing information for all mandatory and desired items must be provided by proposers.

ATTACHMENT H – TECHNICAL SPECIFICATIONS
These Specifications describe the requirements for camera equipment including fixed position cameras, pan-tilt-zoom cameras, enclosures, mounts, power supplies, infrared illuminators, and any additional associated accessories. The cameras must integrate into ODOT’s existing video management software Teledyne FLIR Cameleon and perform all functions described within these Specifications. Installation and maintenance of these materials, as well as existing camera equipment, will be completed by authorized ODOT personnel.
The list of parts and equipment included in the Price Agreement is not intended to be all-inclusive. Rather, it highlights the most commonly used items. There may be additional items necessary to the overall operation of the system that are not included in the Mandatory Technical Specifications.
All Goods used shall be new, unused, and produced from manufacturers’ current production components. ODOT will have the option to supply materials to be used on a project if it is in the best interest of ODOT.
Contractor shall provide telephone support during standard business days (Monday through Friday) and standard operating hours (8:00am to 4:00pm PST).
The Mandatory Technical Specifications are features or functions that materials must have to be considered eligible for award. Proposer must include in its Proposal a response that demonstrates how its equipment meets the requirements or provide product literature identifying each mandatory requirement (or both).
The Desired Technical Specifications include features or functions, which will further improve and enhance the level of quality, service, and support of the camera equipment. Responses to Desired Technical Specifications are optional; however, points will be awarded based on how well the Proposer’s response complies with each Desired Technical Specification and its value to the State, including any related costs. If a Proposer chooses not to reply to a Desired Technical Specification, the total point score will be less than a Proposer that is able to deliver every Desired Technical Specification. Responses may be in written narrative form, or may reference other documentation included in the Proposal, or a combination of the two. For any Desired Technical Specifications offered, Proposers should also provide information, including cost if any, in the appropriate section on the Pricing Proposal.
Note: These specifications are subject to change based upon the final specifications negotiated with the awarded Contractor, any desired/optional items awarded will be inserted prior to award.
Note: Proposers are to provide product literature of the proposed mandatory and desired materials as well as pricing per unit in Attachment E.
1.0 General Qualifications (100 points possible):
Proposers shall provide information that demonstrates the Proposer's qualifications, experience, and available resources to meet the requirements of this RFP.
Proposer shall provide as part of its Proposal a list of the other public agencies Proposer has supplied materials to within the last three years which are most comparable to the materials in this intended Price Agreement. Explain the type of products and approximate quantities provided. Include whether materials were provided as part of a price agreement contract, or similar, and any other information which would assist the Evaluation Committee in evaluating Proposer’s ability to perform under the Price Agreement.
Proposer shall describe how Agency can access product and services documentation (i.e. administrator and user manuals, guides and other written materials to assist in the use of Proposer’s products and services), how Agency can obtain help desk or troubleshooting assistance for how to maintain all components supplied, the online support services available, and return process for repairs. Include whether the assistance can be provided via teleconference or videoconference and whether such assistance is available during standard business days (Monday through Friday) and standard operating hours (8:00am to 4:00pm Pacific Time).
