About this file

This document is an Addendum to the Illinois Department of Healthcare and Family Services (HFS) Invitation for Bid (IFB) for the Purchase of Scanners, IFB 2023-27-001/22-478HFS-DIREC-B-35587. The IFB seeks to purchase four (4) new high-speed scanners, which must include a standard manufacturer warranty and three (3) years of on-site maintenance. All equipment must be new, as refurbished or used equipment will not be accepted. The addendum provides clarification and revisions to the original IFB, including details around scanner specifications, network compatibility, delivery timelines, and maintenance requirements.

The revised IFB specifies the desired scanner speed and average daily scan volume. It also confirms that the scanners must be compatible with state-provided workstations and cannot include an integrated host PC. The addendum also addresses pricing and payment terms, noting that a three-year extended warranty must be paid upfront. Additionally, the addendum states that FADGI compliance is not required, and deliveries may be staggered as long as all scanners are delivered by the required deadline.

Purchase of Scanners IFB 2023-27-001/22-478HFS-DIREC-B-35587 Questions and Answers Addendum 1 The Illinois Department of Healthcare and Family Services (HFS) is issuing this Addendum to amend the original Request for Proposal for the above referenced project as issued by this office on October 17, 2023.

This addendum is to be acknowledged in accordance with the IFB, Section C.2 of the Offer to the State of Illinois, Addenda. Offerors are instructed to read this entire package before attempting to complete the information required therein. All other terms and conditions of the IFB shall remain in full force and effect, unchanged except as amended hereby.

1. This project was posted last year as well and later it was cancelled. We submitted it that time as well. Can we know the cancellation reason for that bid (B-30466)?

A. The solicitation did not provide for consideration of all factors of significance to the State.

2. Also these (4) scanners will be purchased in one-time?

A. Yes

3. Is there a preferred manufacturer you are looking for these scanners?

A. No

4. If there has been an award for this in past years, Is there a bid number for that project along with the bid tab?

A. No

5. In 1.2.1.7 the specification references large document input feed. Can HFS mean for the large to refer to the document or the feed (i.e., a feeder for large documents or a large feeder)?

A. Please see revised IFB section 1.2.1.7.

6. In 1.2.1.11.1 the specification stated that “each scanner will be connected to a separate workstation” and then subsequence section 1.2.1.11.3 states “state-provided workstation”. Interested bidder sells scanners that includes a PC workstation that runs the scanner. Can HFS confirm they are not looking for that level of scanner, but instead a scanner that would interact with already established state-provided PC and a scanner with included host PC would not be of interest to HFS.

A. HFS is not interested in a solution that has a host PC. Due to network standards provided by DOIT, the scanner solution will need to be compatible with a state provided workstation.

7. What speed do you want for the high speed scanners?

A. Please see section 1.2.1.3 of the IFB.

8. What is the average daily number of scans?

A. Please see revised IFB section 1.2.1.6

9. In the pre-bid conference you mentioned to put the yearly price for the 3 year service. Are you wanting to pay yearly for the service? A 3 year extended warranty is paid up front for the 3 years.

A. Please see revised IFB section 4.1.6.3

10. Does the scanner need to be FADGI compliant?

A. No, FADGI compliance is not necessary.

11. Can you clarify if the “HP High End Desktop” will be utilized over a network connection or directly connected to the scanner system?

1. The desktop would be connected to the scanner system and run through a state provided network connection.

12. Also, can you please confirm if deliveries will be able to be staggered (Ship and deliver as they’re built)

A. Deliveries may be staggered as long as the scanners still meet all deliverables in section 1.3.
