Questions and Answers Document Summary
This is a Questions and Answers (Q&A) document issued by the Oregon Department of Administrative Services, State Procurement Services, on behalf of the Oregon Employment Department for ITB #S-DASOBO-00015523 regarding the Roseburg Capital Improvements Project. The document addresses 21 clarifying questions submitted by bidders prior to and following the mandatory pre-bid conference held on April 7, 2026. Key project scope clarifications include confirmation that asbestos-containing materials identified in the 2024 Asbestos Containing Materials (ACM) and Lead-Based Paint (LBP) survey must be abated in all areas disturbed by construction work, with the general contractor responsible for due diligence coordination rather than relying on a pre-developed scope. The document confirms that the building will remain occupied during construction, requiring the general contractor to develop a phasing plan and access pathways in coordination with the Oregon Employment Department. Additionally, the Q&A clarifies that casework and countertop installation represents a bid alternate (A-7) to be priced separately, and that casework in-wall braces may be installed by framers if coordinated through the project schedule. Bid submissions were due by April 23, 2026 at 2:00 PM with public opening immediately following.
The document provides technical specifications clarifications addressing edge banding thickness requirements (2mm minimum, 3mm acceptable), confirmation that the specified Toto LT191 sink is an undermount model, and electrical equipment specifications including acceptable 100-amp breakers for existing Square D panelboards and approval of Square D and Siemens as acceptable manufacturers. The Q&A also addresses mechanical coordination issues, including confirmation that a gas line obstruction at the proposed location of transformer and lighting controls can be avoided by installing equipment on the southwest wall, and clarification that exterior exposed conduit is not permitted unless all interior alternatives are exhausted. Low voltage system modifications provided by the owner are limited to trailer and systems furniture and do not include lighting controls, motorized door operators, or LED lighting, which remain the contractor's responsibility.

I. ITB QUESTIONS AND ANSWERS and RESPONSES TO REQUEST FOR CLARIFICATIONS #1-#17
(submitted by Bidders by 2:00 PM, 04/09/26)
1) Is there currently an estimated mobilization date for the above project?
Answer: See Attachment C Plans and Drawings.
2) The ITB & drawings indicate asbestos containing building materials are to be removed if they will be disturbed by the renovation
7. Asbestos and Lead Based Paint Abatement: See 2024 ABM and LBP survey. Asbestos abatement of any areas identified as part of this project relative to the asbestos report.
I reviewed the survey, drawings and ITB and could find no specific Scope or quantification for asbestos to be removed for this project.
A8 Asbestos and Lead Based Paint Abatement for any areas touched by proposed work as noted on 2024 ABM & LBP Report and throughout plans and specifications
LS 1 $ $
Answer: As stated in A8, abatement is required for any areas touched by proposed work as noted on 2024 ACM & LBP Report and throughout plans and specifications.
The ACM & LBP report shows the following tested positive for friable asbestos.
o Pipe Fitting Insulation on Fiberglass; Insulated Pipe Runs o 1st Floor Custodial Closet 107 o 1st & 2nd Floors – Within Walls, Ceilings, Attics & Crawlspaces Throughout.
o Putty Around Metal Windows o 1st Floor – Exterior Throughout
I did observe that 2) below states asbestos abatement for the roof:
2) Roofing Replacement Level 1 & 2; Roof: Asbestos Abatement, including demolition; Roof Replacement SBS 2-ply modified roof system and insulation; Install new steel roof door and access ladder at Level 2; (energy efficiency);
However, the asbestos survey lists the roofing materials as negative for asbestos and they are not on the table of asbestos containing material:

36 Built-Up Roof Core Roof - Upper North Roof 2
37 Silver Roofing around Flashing & HVAC Ducts Roof - Upper North Roof 2
38 Roof Patch & Repair, Gray Roof - Upper North Roof 2
Will a specific Scope for asbestos abatement be developed or is it up to the abatement contractor to what is to be removed? Or, should we bid to remove ALL the asbestos containing materials listed on the attached Table of Asbestos Containing Materials?
Answer: ALL Lead-Based Paint and Asbestos Containing Materials and quantities are noted on the Table of Asbestos Containing Materials within the report. The areas that tested positive and that are scheduled to be disturbed during construction will need to be abated.
GC must exercise due diligence coordinated with the 2024 ACM & LBP Report details. A specific scope for asbestos abatement will not be developed by the Agency. Asbestos Containing Materials were professionally tested, and quantities are provided in the 2024 ACM & LBP Report.
See Plans-General Notes and 2024 ACM & LBP Report.
3) Are aliens allowed to work on this project?
Answer: The question submitted is vague. To the extent that Agency understands the question submitted, bidders are advised that this ITB and resulting contract are subject to all relevant State and Federal regulations regarding employment. Persons legally permitted to work in the United States may work on this project.
4) I’m hoping we can get some clarification of whether or not the building will remain occupied?
This will affect our pricing greatly.
Answer: As stated in the pre-bid meeting and as reflected in the Plans.
See “General Notes” Section #1 A-L.

5) Also, we’d like to get a phasing plan if the employment department will remain open as well as requirements for any temporary walls since it will be loud in the construction area.
Answer: The phasing plan must be developed by the General Contractor in coordination with the Agency based on the area of work, after the project schedule has been developed by the General Contractor. See “General Notes” Section #1 A-L.
6) I’m not sure if the employment department realizes they will have to move any items they wish to use out of the construction zone if they continue to occupy as we’ll have to tent all remaining items.
Answer: This is not the first capital project that has been completed by the Employment Department.
7) It’s all doable I just want to make sure we know the requirements if they are going to stay, including how the public will access the building during the storefront replacement and any signage we are required to provide.
Answer: See “General Notes” Section #1 A-L.
8) Also, a pathing for employees and the public would be nice so we can figure out how to allow them access.
Answer: The pathing must be developed by the General Contractor.
9) Roughly, when would the casework install?
Answer: The General Contractor is responsible for creating a project schedule that encompasses all subcontractor trades and associated timelines.
10) 06 4100. 2.01 C 2 asks for thick edge banding (3mm) and 2.05 B says flat (thin). Please verify that the 0.018” thick, machine glued edge banding is acceptable.
Answer: Edge banding shall be 2mm minimum thickness. 3mm is acceptable.
11) Section 4/A5.51 shows an undermount sink but the plumbing schedule P0.01 doesn’t list undermount sink. Please verify that there are no undermount sinks.
Answer: The specified Toto LT191 is an undermount sink. The label as “wall hung” is a misprint.
12) Please verify that all the casework and countertops are alternate and should be priced as stand-alone. This will increase the price dramatically.
Answer: See Bid Alternate A-7. This work is included as a “bid-alternate” that is to be bid separately.
13) Our scope of work is long after the walls are closed up. Please verify that if we provide the in-wall braces, they can be installed by the framers/others.

Answer: The General Contractor must provide a “Project Schedule” that incorporates all bodies of work and associated timelines.
14) Print E2.11 & G0.01 refers to the rear restrooms as Alternate 1 but the ITB Attachment A & ITB A.1 Project Description shows it as alternate A5. Which one is correct?
Answer: Please reference the ITB document Statement of Work and Bid Pricing Section for Base Bid items and Bid Alternate items. The ITB is considered the final bidding structure.
15) The ITB shows an alternate A4 for the Level 1 front restrooms. I see no indication on the prints that this work is considered an alternate. Please clarify how to proceed with pricing.
Answer: Please reference the ITB document Statement of Work and Bid Pricing Section for Base Bid items and Bid Alternate items. The ITB is considered the final bidding structure.
16) Spec section 01 1000 Summary says Low Voltage system modifications by owner. Is it correct to assume this will not include any of lighting controls & motorized door operators?
Answer: Low Voltage provided by Owner is only for trailer and systems furniture. It does not apply to construction, ADA operators (motorized door operators) or LED Lighting.
17) The building currently has Square D, I.T.E, & Westinghouse panelboards. Panelboard specs say to match existing with Eaton being the basis of design. Is Square D & Siemens acceptable manufacturers to use as well?
Answer: Square D & Siemens are acceptable manufacturers.

18) They don't make a 3p125Amp breaker to fit into the existing Panel "SDP" as indicated on Sheet E0.02 Detail #2. The largest would be a 3p100A. Will a 100A breaker suffice?
Answer: A 100A 3p breaker is sufficient.
19) Note 7 on Sheet A2.01 shows that the exterior lights are to be removed. The electrical sheets don't show removing these or replacing them. Are the exterior fixtures supposed to be replaced?
Answer: Refer to Keynote 1 on E3.11, which applies to all fixtures, both interior and exterior.
Sheet E3.21 shows new exterior fixtures S1, S2, S3, S4, & S5.
20) There is a gas line running down the wall where the transformer and lighting controls along with Panel "H" are supposed to be installed. This gas line also runs across the floor in the same space.
Is this gas line going to be relocated for the electrical equipment to be installed?
Answer: The contractor can install the equipment on southwest wall to avoid existing gas lines.
