About this file

This is a Mandatory Pre-Bid Attendance Notice issued by the Oregon Department of Administrative Services, State Procurement Services, on behalf of the Oregon Employment Department for the Roseburg Capital Improvements Project. The project encompasses comprehensive facility upgrades at 846 SE Pine Street, Roseburg, Oregon, including LED lighting redesign, structural column replacements, mechanical and plumbing system modifications, exterior building improvements and new cladding, complete roof replacement, window and door system replacements, asbestos and lead-based paint abatement, and restroom and break room renovations with nine optional alternates. The mandatory pre-bid conference is scheduled for April 7, 2026 at 1:00 PM at the project site, with limited site visits available on April 8, 2026 between 11:00 AM and 1:00 PM. Questions and clarifications must be submitted by April 9, 2026 at 2:00 PM, with bids due by April 23, 2026 at 2:00 PM, followed by public opening via Microsoft Teams. Substantial completion is required by May 31, 2027, and final completion by June 30, 2027, with liquidated damages of $500 per calendar day for failure to meet substantial completion deadlines.

The estimated project cost is $3,700,000, funded through 30 percent federal funds (Wagner-Peyser, Jobs for Veterans, Trade Adjustment Assistance, and RESEA programs) and 70 percent state funds (SEDAF, ABAWD, and STEP programs). Bid security equal to 10 percent of the total bid amount is required, along with performance and payment bonds at 100 percent of contract value and comprehensive insurance coverage. Bidders must be registered with the Oregon Construction Contractors Board (CCB) and comply with Davis-Bacon Act prevailing wage requirements for Douglas County (BOLI Region 6) and apprenticeship requirements mandating 12 percent apprentice work hours for projects exceeding $3 million. The project is subject to State Buy America and federal Build America, Buy America Act (BABAA) requirements. All work includes a one-year warranty on equipment, materials, and workmanship, with extended warranties for roofing systems (20 years) and refrigeration compressors (5 years). Award will be made to the lowest responsive and responsible bidder, with a seven-calendar-day protest period following issuance of the Notice of Intent to Award. Contractors must also comply with criminal records checks for all employees and subcontractors with site access and choose between two working condition options affecting construction scheduling.
