For the DC Fast Charger in Group 11, does a TUV Rheinland/cTUV us certification with Energy Star Certification comply with the requirements of UL certification?
Attachment 2A - Bid Specification 6115-0308580 Addendum 3 states,
“3.3.6 UL and/or ETL listings”
Answer: Yes, TUV is acceptable. UL certification needs to be performed by a Nationally Recognized Test Lab (NRTL).
2-2
For the DC Fast Charger in Group 11, the range of kW is from <= 24 to <150. This range is wide and prices vary significantly by kW.
Question: How will the evaluation team compare a bid that has a 24 kW “less expensive” charger with a “125 kW” “more expensive” but more powerful charger?
Attachment 2A - Bid Specification 6115-0308580 Addendum 3 states, “3.1.2.3 Output power (kW or kVA) a. Low power: ≥ 24 to < 150.”
Answer: They will be compared against the same requirements.

When submitting Electric Vehicle (EV) Charging Station hardware from multiple manufacturers, is it necessary to submit a separate pricing workbook for each manufacturer? Or does the submission involving more than one manufacturer require Bidders to submit a complete bid package for each, (e.g., Agreement Cover Letter, Attachments 1, 3, 4, Contractor's License, etc.)?
IFB Event 0000029728 EVSE Addendum 3 includes all required documents to be submitted with the bid.
Answer: To bid multiple manufacturers for the same Group offering a complete Group with one manufacturer and a complete Group with another Manufacturer, a Bidder must submit an entire bid with all required documents for each bid. Partial bid documents will not be accepted.
To bid multiple manufacturers for different Groups, only one bid with all required documents must be submitted. Example: Bidder submits a bid with Manufacturer A for Group 1 and Manufacturer B for Group 2. Although the manufacturer is different, only one manufacturer is being bid per Group therefore only one Bid is required.
2-4
Can you confirm whether the State requires separate customer references for Groups 1-4 cumulatively, and also Group 11, as long as the references provided cumulatively satisfy the total dollar requirement? We wish to clarify that the government is NOT requesting separate references for each of Group 1, 2, 3, and 4.
IFB Section 38, Customer References states, “Customer references shall:
· Be for similar product (i.e., sale and distribution of EVSE) to that requested in this IFB.
· In total, must be valued at or above $500,000.00 for Groups 1-4 and $2,000,000.00 for Group 11. An accumulation of orders from a single customer or multiple references from different customers totaling the applicable minimum value is acceptable.
Answer: Separate references are not required for each Group. Example: Bidder submits a bid for Groups 1, 2, 3, and 4. Bidder may provide references that total $500,000.00. This satisfies the Customer Reference value requirement for those Groups. Note, all other Customer Reference requirements must be met as well.
2-5
For the Invitation for Bid (IFB) requirements concerning customer references, can the State confirm it is acceptable for the references to come from the prime contractor and subcontractors?
IFB Section 38, Customer References states, “Customer References must be for the Bidder. Customers are defined as end-users of the product. References from a contractor for which the Bidder did sub-contract work are not acceptable.
Answer: Customer References must be for the Bidder. Customer References for or from a subcontractor are not acceptable.
2-6
Are bidders responsible for pulling any kind of permits to fulfill the scope?
IFB Section 37, Seller Permit And Secretary Of State states, “A copy of the Seller’s Permit or certification of registration, and, if applicable, the permit or certification of all participating affiliates issued by the California Department of Tax and Fee Administration (CDTFA) must be provided within five (5) working days after request from the State or bid may be deemed non-responsive.”
Answer: See Section 37 of the IFB. No other permits are required. The contract scope does not include site preparation services.
2-7
For the dual port machines, if both ports are in use are they to share the nameplate capacity across ports, or provide the nameplate capacity PER port? I.e.- Should a dual port 9.6kW machine provide 9.6kW per port, or 4.8kW per port when both ports are in operation?
Attachment 2A - Bid Specification 6115-0308580 Addendum 3 Section 3.1.1.2 states, “Output power (kW or kVA) per port.” and Section 3.1.2.3 states, “Output power (kW or kVA) total for all ports.”
Answer: Level 1 and Level 2 - Output power requirements are for each port. DCFC – Output power requirements are for total between all ports. The specifications will be updated with this clarification in an upcoming addendum.
2-8

C. Will the Bidder need to include material and labor for running the conductors?
D. Are breakers to supply power to the chargers already installed?
E. Are the conductors (wires) fed to the end of the conduit where the charging space is located, the stub out?
IFB Section 1, Scope states, “This IFB does not include Public Works, with the exception of setting in place and connecting to existing power. Any additional public works (e.g., trenching, cabling, electrical upgrades) must be acquired through other means.”
IFB Section 23, EVSE Installation/Removal Services states, “Installation services shall include, but not be limited to, landing, securing, connecting, and commissioning a fully functioning unit. Installation does not include any site preparation services.”
