About this file
This document contains questions and answers related to a state and local contract opportunity for trailers in Illinois. The contract covers multiple districts and the central office, with trailers requested for specific minimum load and axle capacities. Clarifications are provided on the requested specifications, including that the minimum axle capacity does not preclude higher capacity, and that the intent is to haul the specified weight rather than a GVWR. The contract also addresses federal excise tax exemption for trailers purchased with federal funds. The jurisdictions involved are Cook County and the City of Chicago.
Pricing terms, set asides, and other salient information are not explicitly covered in the document. However, it is noted that the state is exempt from the federal excise tax when purchasing trailers using federal funds.

Question and Answers Trailers B-42341
· Question: Line item 2 the specification is 538-60-03 D4 but the trailer is going to District 1. I just wanted to be sure that this is the correct spec for D1 since the spec references D3?
· Answer: Yes this is the correct spec as both Districts are wanting the same trailer
· Question: Line item 14 the specification is for 539-60-12 D3 but the trailer is going to District 5. I just wanted to be sure that this is the correct spec for D5 since the spec references D5?
· Answer: Yes this is the correct spec as both Districts are wanting the same trailer
· Question: On line 27 there is no district just making sure that is correct?
· Answer: Yes that is correct as it is for Central Office
· Question: 539-60-04 requests “the ability to transport 30,000# minimum load capacity” on page 3 of 12; however, page 6 requests “two each 15,000# axle capacity minimum”. Do you want to haul 30,000# worth of items, or do you want a 30,000# GVWR?
· Answer: we are asking for a minimum weight the trailer can carry/haul when attached to a tow vehicle capable of handling 20% of transferred load. The “minimum” axle capacity is called out but does not limit the manufacturer to providing a higher capacity to meet their calculations. Not all manufacturers use the same calculations, transferred weight, static weight, unsprung weight, etc. If we are asking for a particular GVWR we normally call it out.
i. We are wanting to haul 30,000# worth of items
· Question: 538-60-05 requests “14,000 lbs. minimum payload capacity…” on page 3 of 11; however, page 5 requests “two each 7,000# axle capacity minimum with oil bath hubs”. do you want to haul 14,000# worth of items or do you want a 14,000# GVWR?

· Question: Are we required to collect FET on the 26,000+# trailers from IDOT, or are you considered exempt?
· Answer: we would be exempt since some of the money we are spending is federal dollars. We handle title, registration and plates internally
