About this file
This document contains Question and Answer responses related to the Unemployment Insurance (UI) Navigator Program Request for Grant Proposals (RFGP) issued by the Oregon Employment Department (OED). The RFGP is seeking grant proposals from organizations to provide services within Marion County and the City of Salem, Oregon. Key details include:
The grant agreement term is anticipated to be from December 1, 2023 through June 30, 2025. Grantees will be required to provide in-person and virtual information sessions, track attendees, and report on participant demographics including language, gender, ethnicity, race, and other voluntary self-reported data. Grantees will also need to collect personally identifiable information such as social security numbers and phone numbers from individuals they assist one-on-one with Unemployment Insurance activities. The OED will provide a standard survey for grantees to distribute to gather feedback from potential claimants.
The budget proposal should only include costs for the December 1, 2023 through June 30, 2025 timeframe. Grantees can use funds to purchase software needed to distribute the OED-provided survey. Demographic data reporting is only required for one-on-one assistance, not for general outreach activities like flyer distribution.

UI NAVIGATOR PROGRAM RFGP Q&As
Posted 10/18/23
1. If we are delivering information sessions and flyers, how do we measure impact of that activity?
Is it number of people reached or do we need to measure a change in the people receiving the information? (pg 20 - Outcomes, and pg 21 Evaluation Plan)
The measurement of impact should be determined by the Proposer within their Proposal.
With that said, the in-person information sessions provided should include the use of a sign in sheet to track the number of people reached during each session. If information sessions are delivered virtually, the number of attendees should be collected by the host of the session.
2. Pg. 18-19, under Project Description of Scope, Project Narrative: Project Narrative should include the following components: “Plan for Project Sustainability” is listed – but Attachment 3 - Part 1, Project Narrative (pg 38) does not list this - is this required?
A plan for project sustainability is not required. This was potentially language that was added to the RFGP draft because OED was required to provide a plan for project sustainability in its application. The focus of the plan is more closely directed to how OED will build and share a knowledge base of promising practices and challenges faced by the grantees in order to inform future state-level programs.
3. What is the term of agreement period? Pg 4, Section 1: General Information, last sentence states “The initial term of the Grant Agreement is anticipated to be July 1, 2022 through June 30, 2025.”, Attachment 4 - Budget Proposal (pg 41)states: Beginning September 1, 2023 and ending June 30, 2025 – page 4 does reflect July 1, 2022.
The Budget Proposals should only include months in which the Proposer would be performing work under the grant. Page 4, Section 1: General Information states “The initial term of the Grant Agreement is anticipated to be July 1, 2022 through June 30, 2025.” This was the initial time frame of the overall program. For purposes of this Request for Grant Proposals, the anticipated term is December 1, 2023 through June 30, 2025. Attachment 4, the Budget Proposal, is amended to reflect December 1, 2023 – June 30, 2025.
4. Pg 21, Project Plan, last bullet point: Are key staff descriptions required in the project plan part of the 10 page maximum or a separate attachment?
Yes, the project plan should include a description of proposed Project staff, including job descriptions for key staff (including the Project Director), qualifications and responsibilities of each staff member and percentage time each will commit to the project.
5. Pg 19, We understand the narrative documents need to be in 12 point font. Can the documents be single spaced? Can tables and charts be in 10 point font? –
The 12 pt font applies to charts and tables.
6. Page 11, Section 2.4.1: We understand that OED will provide recipients with a survey requesting potential claimants’ feedback about OED’s communications. Can you provide information about the format of the survey (i.e. will it be paper, online?). If recipients can use software to distribute the survey to potential claimants, can this UI Navigator grant fund purchase of the software?
OED will provide the survey's in both paper format and online.
7. Page 13, Section 3.2.1: What PII data would OED expect the grant recipients to be collecting?
The grant recipients who work one on one with a potential UI claimant will need to collect the customers social security number and phone number. The participant log will include questions related to demographics however, demographic information is voluntary/self-selected and cannot be required or used against an individual to receive benefits or services.
8. Page 39, Attachment 3:
(Question 1) What demographic or PII data will need to be included in the monthly report? Is it only language, race, ethnicity and gender or are other information points needed such as income level?
The PII and demographic data requested for the monthly participant log will include: SSN, phone number, language, gender, ethnicity, and race. Additionally, the log will have several "yes/no" questions: low paid worker (minimum wage or slightly above), older worker (55+), limited educational opportunities (less than a high school diploma), member of the LGBTQI+ Community, Limited Access to Internet, Formerly Incarcerated, Individual without Stable Housing, Veteran, Person with Disabilities, Migrant Seasonal Farm Worker. PII will need to be collected in all instances where you are working one on one assisting a potential UI claimant with Unemployment Insurance activities. The demographic information is voluntary and cannot be required or used against an individual to receive benefits or services.
(Question 2) We understand there are multiple required activities ranging in intensity from distributing paper flyers to hosting educational trainings. Is the demographic data expected to be collected for each activity? Specifically — we are readily able to track and report on demographic / PII data for educational trainings, however we do not envision being able to gather such individually detailed data for people who take a flyer at a community event or other location where flyers are distributed, or who engage on social media. Please clarify which outreach activities will require demographic or other PII data will need to be collected.
PII will need to be collected in all instances where you are working one on one with a customer on Unemployment Insurance activities. Demographic questions should be asked in those instances as well but the customer is not required to answer the demographic questions. In regards to educational trainings, a sign in sheet should be completed to track the number of attendees. If the educational training is focused on training a specific demographic group we would be interested in knowing which demographic group attended. We do not expect you to track PII or demographic data for people who engage with social media or pick up a flyer. However, we would like to know the number of people that engage with social media and the number of flyers distributed.
