About this file

This is a Quantity Needed for Each Bundle document supporting a competitive solicitation issued by the County of Orange, Sheriff-Coroner in California for packaging of food and personal care items designated for re-sale through inmate commissary operations (IFB #060-3002205-MB). The procurement encompasses packaging and bundling services for twenty line items, including shrink wrapping, stapling, banding, barcode labeling, and assembly of specialized kits such as Welfare Kits, Medical Kits, Restricted Kits, and Detention and Intake Kits. The contractor is responsible for pickup and delivery of bulk stock Monday through Friday between 7:00 a.m. and 3:00 p.m. PST, with all packaging completed and returned within ten working days of receipt. Electronic bids must be submitted through the County's online procurement portal at https://procurement.opengov.com/portal/ocgov by February 27, 2026, at 4:00 p.m. PST. The awarded contract will be a firm fixed-fee arrangement with an initial term of three calendar years effective May 21, 2026, with two optional two-year renewal periods subject to mutual written agreement and County Board of Supervisors approval.

Contract award will be based on the lowest responsive, responsible bid, with bidders required to submit firm, fixed pricing for each line item separately; the County will not accept "all-or-none" bids unless determined to be in the County's best interest. The County offers a five percent price preference for bidders certified as either Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE), with an eight percent preference for businesses certified as both, up to a maximum deduction of $100,000. No price increases are permitted during the first contract year; subsequent increases require documented proof of cost increases with 30 days' advance written notice, while all price decreases automatically extend to the County. Qualified bidders must possess a valid California State Contractor's License, DUNS number, and Unique Entity Identifier (UEI) number prior to contract award, and must provide three references from prior clients, proof of insurance with additional insured endorsements, and certifications regarding debarment status. Payment will be made in arrears within 30 days of invoice receipt and verification by the County, and the contractor must guarantee pricing equal to or less than prices offered to other local, state, or federal government entities, maintain adequate stock of packing materials, and provide volume discounts when applicable.
