About this file
This is an Amendment to Solicitation (Standard Form 30) for grounds maintenance services at Marion National Cemetery, issued by the Department of Veterans Affairs National Cemetery Administration Contracting Services. The amendment provides answers to solicitation questions and revises CLINs 0025 and 0026 related to tree removal pricing. The contracting officer is Olalekan Ismail, with the issuing office located at 18434 Joplin Road, Triangle, VA 22172.
The amendment clarifies key operational requirements for the grounds maintenance contract. The Grounds Maintenance Contractor (GMC) will have no responsibility for the 16-acre expansion project area until officially handed back by the government; notification will be provided in writing. For storage and operations, contractors may use the spoils area for mulch, leaves, and grass clippings without hauling off-site, may store minor tree limbs on-site, and may place a dumpster on-site if required. Routine mowing shall occur weekly, with double cuts reserved for Memorial Day preparation and at Cemetery Operations Representative (COR) discretion only. Leaf removal constitutes one full cycle when all cemetery sections are cleared, with cycles initiated by the COR. The irrigation system will be in working order upon contract award. Tree removal pricing has been updated with three diameter ranges: 12 inches and under, 12-25 inches, and 25-60 inches. Weatherzyme is acceptable for headstone cleaning. Snow removal events are billed per day, with ice melt and salting (CLINs 34 and 36) performed after each snow removal and during other isolated times at COR discretion. Water access for headstone cleaning is confirmed via quick connects, spickets, and trailer hookups. Contractors provide all materials for sunken grave repairs and must conduct scheduled floral pickups including wreaths and wreath blankets after the holiday season, excluding Wreaths Across America ceremonies. All snow removal, irrigation work, and other deviations from standard schedules require COR approval or authorization.

CONTINUATION PAGE
1. Phased Expansion- What areas will be fenced off/under construction for expansion? When will these areas be "handed back" to the cemetery from expansion contractor and the GMS Contractor take them on as area of responsibility for maintenance? Will there be an official written notice of when GMS Contractor incorporates these areas into their responsibility or will it incumbent on the contractor to measure/submit a claim at that point?? Are there any activities in the SOW that apply to new expansion phases before officially being "handed back?" (ie Mulching/trees, trimming/edging, irrigation, etc?)
· No, GMS will have no part in the maintenance of the expansion project.
· Government will notify GMC when to assume responsibility for expansion project area.
· Below is a rough outline of the expansion project area estimated around 16 acres will be the expansion contractor’s responsibility until it’s handed back to the cemetery and the GMC would assume responsibilities at that point.
1. B.2 OPERATIONS AND STORAGE AREAS- Can government provide information and requirements on contractor laydown/storage, including area and size?
· Rough area shown below is in our Spoils area.
1. "Contractor shall use Contractor’s trash and recycle services to throw their trash away."-- Will contractor be allowed to have a dumpster onsite, either permanently, or at least during heavy pickup times (Leaves/ tree work/ mulching etc)
· Mulch, Leaves, grass clippings, etc, may be stored in the spoils area no hauling off site required.
· Tree work minor limbs may be stored in the spoils area full size trees from tree removal should be planned to be hauled off site.
· Contractor may store a dumpster on site in spoils area if required.
1. If grass grows long enough to require a double cut, is a 2nd mowing billable as a separate mowing event?
· Mowing should be performed routinely on a weekly basis. A double cut is typically reserved for preparation ahead of Memorial Day. Any deviation from this schedule, including additional double cuts, should be made only at the discretion of the COR and Cemetery leadership.
1. For leaf removal/pick-up what constitutes one cycle? What if some cemetery areas have little to no leaves fallen on the ground and other sections have heavy leaf fall requiring multiple passes through that section?
· A full cycle of leaf removal/pick-up is defined as clearing leaves and debris from every section of the cemetery, from start to finish. Completion of the entire cemetery constitutes one full cycle. Cycles are initiated at the discretion of the COR. If a section is clear of leaves and debris, the contractor should move on to the next section. Should leaves blow back into an area that has already been completed, they will be addressed during the next scheduled cycle.
1. Will the irrigation system be functioning properly per manufacturer specs upon contractor award/assuming new contract responsibilities?
· The irrigation system will be in working order when it is handed back to the contractor. Please note that the major components of this system are currently being replaced as part of the cemetery’s expansion project, with irrigation work projected to start next year.
1. Is a holding area for picked up flowers provided by the government?
· Yes the cemetery has several bins for each section they are stored in the cemetery’s maintenance yard.
1. Is the tree removal price the same for a tree 13” and a tree that is 24”? Is there a sliding scale regarding price as the tree gets larger?
· ClLINS have been updated to reflect more accurate ranges of trees to include trees 12 inches in diameter and down 12-25 inches in diameter and 25-60 inches in diameter.
1. For headstone cleaning, is weatherzyme an acceptable cleaning agent?
· Yes
1. Do all snow removals need to be initiated/triggered by the COR prior to work begin?
· Yes – However Prior approval can be given by COR if heavy snow fall is projected.
1. Is there a designated area onsite the contractor can bring the snow for removal to avoid excessive buildup? If total exceeds "one parking spot," will additional space/parking spots be allocated?
· Yes, the COR will designate specific areas around the cemetery, including the spoils area if needed, for snow placement. Most snow should be pushed over the curbs into these designated areas to avoid excessive buildup
1. What constitutes a singular snow event? If snow removal begins at two inches, but the contractor must make multiple passes through the cemetery due to continued snowfall (ie it snows ten inches and requires prolonged removal or on/off accumulation requires for 4 different completion and restarts) does that qualify as multiple billable removals? Or a cycle that is, for example, total 2" accumulation, vs 20" accumulation, considered the same for performance/billing purposes?
· Each snow removal event should be billed per day. However, in the event of extreme situations such as blizzard conditions that require significantly more work, the cemetery will work with the Contracting Officer (CO) and the contractor to ensure the contractor is adequately compensated for any additional effort required.
1. Are ice melts and salting events (CLINS 34 and 36) only completed after snow removal, or multiple other isolated times as safety/preventative measures? Would this only be upon COR request?
· CLINS 34 and 36 should be utilized after each snow removal event, and also planned for use during other isolated times to treat refreezes, freezing rain, or any conditions where ice melt and salting are necessary for safety. The use of these CLINs will be at the COR’s discretion, either upon request or as proactively determined based on site conditions.
1. Will all aspects of the cemetery in line with these SOW requirements be within the SOW's specs at time of new award/ PoP start?
· No, not all aspects of the cemetery will necessarily be within the SOW’s specifications at the time of new award or PoP start. As the cemetery is an ever-growing shrine requiring continuous maintenance, there may be elements that do not yet meet the requirements outlined in this SOW. Any additional quantities or work required will be closely coordinated with the COR and cemetery staff.
1. For Headstone cleaning, confirming: Can the government confirm/guarantee water access for cleaning of stones? Either via quick connect/spickets, and/or at very least water access if a trailer is needed in lieu of section water access?
· Yes water is available at the cemetery via quick connect/spickets, and water is available at very least for a trailer.
1. A.1.31 Sunken Grave Repair- Who provides materials for sunken grave repairs, government or contractor?
· Contractor provides all materials for sunken grave repair.
1. A.1.17 Floral Pickup- "Work may also include wreath and wreath blanket pickup after the holiday season." Can the government please confirm if this will or not be a requirement? This can sometimes be cumbersome and clarification will allow for more precise pricing
· It is the cemetery’s intent to have scheduled floral pickups throughout the year to meet the cemetery’s floral policy. This includes the removal of wreaths and wreath blankets after the holiday season, as required.
· Does not include wreaths across America wreath ceremony.
1. Please advise if the government has a preferred structure for final bid submission, or specifics on submission formatting/volumes etc, if needed, outside of page limits?
· Offerors should follow instructions to offerors in the solicitation.
