About this file
This document is an Amendment to a Request for Quote (RFQ) for ground maintenance services at Northwoods National Cemetery, issued by the Department of Veterans Affairs National Cemetery Administration. The amendment addresses several key questions and modifications to the original solicitation, including clarifications on herbicide applications, fertilization frequency, overseeding procedures, and specific maintenance requirements.
Key revisions include changing the seed composition to a mix of 60% Kentucky Blue Grass, 20% Red Fescue, and 20% Rye Grass, specifying fence-line management as a 3-foot clearance, and confirming that maintenance CLINs (Contract Line Item Numbers) cover various services such as weed-free bed maintenance, support services for holidays and functions, and irrigation system upkeep. The solicitation (36C78625Q50295) covers comprehensive grounds maintenance, with the contractor expected to perform tasks including herbicide application, fertilization, overseeding, irrigation repairs, and special event support at the national cemetery.

X X X X This purpose of this amendment is to provide answers to solicitation and revise price schedule.

1. According to the scope of work, page 7, pre-emergence herbicide is normally done in pairs. I noticed there was just 1 qty listed for this. Is it assumed we will be pricing this as if it were put down twice?
All herbicides must be applied following manufactures instructions to meet the maximum commercial label rate for all established turf. The job is considered complete once the maximum commercial label rate for all established turf has been met regardless of number of applications required for it to be achieved.
1. The current bid has Post-Emergence Herbicide application a qty of 3 per year and Fertilizer application is also 3 per year. I noticed on the new bid it's just 1 per year for both. In the event this qty is insufficient to maintain the cemetery to standards, will additional CLIN's be added?
The fertilization has been changed to 3 and the Post-Emergent Herbicide has been changed to 3 on the Price schedule.
1. In most cases Overseeding is normally done just once per year in the Fall. Spring overseeding is not recommended as it limits the use of pre-emergence herbicide application which is normally done in the Spring. The scope of work seems to indicate it's just once per year also. Is the qty in error? Also, the turf at NCC is nearly 100% Kentucky Blue Grass but noticed in the SOW the seed mixture to be a blend of mostly fescue. Is this in error?
The PWS has been revised to reflect a change in seed composition. In general overseeding will be done in fall in conjunction with Dethatch/Core Aeration. In the springtime bare and spotty areas should be addressed using the turfgrass renovation CLIN. When conditions dictate, a complete overseeding may be required in the springtime. (The Price schedule has been changed to reflect 1)
1. I noticed there isn't a CLIN for ice melt on streets/parking lots. There is one for ice melt on sidewalks and specialty areas. Should there be one?
PWS A.1.23 includes Road Salt.
1. for the CLIN "Repairs to Irrigation Mainline", can you elaborate on this? The well is located just a few feet from the pump house and that mainline really doesn't require any annual maintenance.
“Main Line’ refers to the supply piping going from the discharge side of the pump house to the supply side of the irrigation valves. “Lateral Line” refers to the piping going from the discharge side of an irrigation valve to the last head on that line.
1. I might have missed it in the scope of work, but under fence-line management, how many feet from the fence do we cut back the encroaching forest?
3 feet.
1. Regarding SOD, the SOW doesn't specifically indicate that the sod must be 100% Kentucky Bluegrass. Is this a requirement? The only sod farm available that sells 100% KBG is in Stevens Point about 3 hours roundtrip.
Contractor shall coordinate with the COR and/or CO as appropriate and apply 60% Kentucky Blue Grass (at least 3 different variants), 20% Red Fescue, 20% Rye Grass(at least 2 different variants). (Or other seed variants and compositions at COR and/or CO as appropriate, discretion), at a rate of 4 pounds per 1,000 sq. feet and 8 pounds per 1,000 sq feet for bare areas. (Changed PWS to reflect) SOD should as closely as possible reflect the seed composition used.
1. CLIN 0014 involves maintenance of beds to be weed free. Just to confirm, this includes maintaining the stone beds as well?
Yes this includes all panting beds, including rock and mulch beds.
1. Support Services has 1 CLIN for all holidays and functions listed. Is this normally billed at the end of the fiscal year? Also, it seems to leave ambiguous the work that may be needed on weekends. What would be the average amount of weekend coverage needed that isn't Memorial Day, Veteran's Day, Wreaths Across America and Avenue of Flags?
This would be billed per instance. This would only be used if additional assistance was needed for a special event such as those listed. It would not include any normal grounds maintenance work voluntary performed by the contractor on the weekend. This CLIN may not be used every year, but only if requested by the COR.
