About this file

This is a Questions and Answers document for solicitation 36C78625R50297 related to grounds maintenance and headstone services at the Bakersfield National Cemetery. The document addresses 12 vendor questions about technical specifications including decomposed granite maintenance, wildflower seeding requirements, organic and inorganic mulch specifications, irrigation pump station maintenance, and headstone/marker installation requirements.

Several corrections to the solicitation are noted, including that Bakersfield does not have flat markers (only uprights), niche covers are not contractor responsibility, and CLIN descriptions need to be updated accordingly. The document reveals the incumbent contractor is Dial Engineering (contract 36C78623D50334) with a one-year IDIQ contract value of $2,231,906.00. Most specific technical details are referred to various exhibits in the main solicitation document (pages 36, 98, 99, and 101).

Answer: Please see Solicitation page 36.

2) 5.2.2.2.11 The Contractor shall apply and mix a stabilizer with decomposed granite to areas subjected to extreme wear or erosion. Install per stabilizer manufacturer’s printed instructions. Compact mixture to 92 to 95 percent maximum dry density per ASTM D‐1557.

Answer: All sections, please see Solicitation page 101. Technical Exhibit 6

3) 5.3.1.10 Seeding Wildflowers

5.3.1.10.1 Seed areas designated for wildflowers, in early spring (late February/early March) to coincide with annual rainfall as directed by the COR. Do not sow seed when weather conditions are unfavorable, such as during drought, heavy rain or high winds.

Answer: Please see Solicitation page 98. Technical Exhibit 4.

4) 5.3.1.12 Organic Mulch

5.3.1.12.1 Two times per year, apply a 3‐inch‐deep layer of Contractor‐provided, COR‐ approved mulch material to planting beds, tree mulch rings, and open earth areas. Mulch material must be aesthetically pleasing, redwood or fir bark, dark brown, free of any weeds or pests, similar in color and texture to the existing mulch, and shall be approved by the COR prior to installation. Mulch shall not be a chipped wood product and shall not contain dyes or other colorants.

Prior to initiation of contract, provide copies of documents and or certificates showing technicians meet this requirement to the COR.

QUESTION: We did not see the pump equipment during site visit. Can you provide pump types and sizes? Maybe even a pic of the pump equipment?

Answer: Please see Solicitation page 99. Technical Exhibit 4.

7) Question. CLIN 0010‐ The type of marker changes from uprights in base year to CLIN10010 flat markers in options 1,2,3,4. Is this correct? Bakersfield does not have flat markers.

Answer: That is a typographical error. Bakersfield does not have flat markers. This will be removed.

8) CLIN 0002‐Do you want us to seed for wildflowers? It is expensive and is dependent on rain conditions at the time of seeding. We can’t be responsible if flowers do not bloom, as the birds eat the seed.

Answer: Please reference Section 5.3.1.10 Seeding wildflowers, Solicitation page 61. We understand that we can’t control if birds eat the seeds.

9) CLIN 0010‐ The type of marker changes from uprights in base year to CLIN 10010 flat markers in options 1,2,3,4. Is this correct? Bakersfield does not have flat markers.

Answer: Bakersfield does not have flat markers. CLIN 0010 Base year is correct: Headstone Setting and Disposal‐Upright (New and Replacement). Solicitation Page 8. Option years for CLIN 10010 Solicitation page 12, CLIN 20010 Solicitation page 16, CLIN 30010 Solicitation page 20, and CLIN 40010 Solicitation page 24 description will have to be corrected to indicate: Headstone Setting and Disposal‐Upright (New and Replacement).

10) CLIN 10011‐ Niche covers are not in base year, but are in all option years, do you need pricing for these?

Answer: CLIN 10011 Solicitation page 12, CLIN 20011 Solicitation page 16, CLIN 30011 Solicitation page 20, CLIN 40011 Solicitation page 23: Description needs to be changed/corrected to: Raise and Re‐ Align‐ Upright Headstones. Niche Covers are not contractor responsibility.

11) CLIN 0012 Base year and all option years ask for pricing for 2,000 memorial markers. Our experience is approximately less than 10 per year. Pricing 2,000 will overinflate the total cost of the contract. Do you need pricing for 2,000?

Answer: CLIN 0012 Solicitation page 12 description needs to be changed /corrected to: Headstone Fine‐ Tuned Alignments. Bakersfield does not have markers. Yes, we need pricing for all 2,000 which is a maximum estimate (quantity ceiling post award).

Answer: Dial Engineering; 36C78623D50334 (one year IDIQ plus extensions); $2,231,906.00.
