About this file
This document is a question-and-answer (Q&A) regarding an RFP (Request for Proposals) for the OLCC Warehouse and Headquarters Relocation project in Marion County and the City of Salem, Oregon. The RFP requests proposers to provide a listing of their most recent completed concrete tilt-up projects of $75 million or more, as well as their experience with public sector projects that involved the CM/GC (Construction Manager/General Contractor) delivery method and the GMP (Guaranteed Maximum Price) compensation method. The RFP does not require a minimum of three completed concrete tilt-up projects of $75 million or more, but the proposer's experience in these areas will be evaluated and scored accordingly. The RFP also allows proposers to include experience with private sector CM/GC-GMP projects or pure CM projects if their public sector experience is limited.
The Q&A clarifies that the experience requirements are not limited to just public sector projects, as the majority of tilt-up projects are typically in the private sector. The RFP is for the OLCC (Oregon Liquor Control Commission) Warehouse and Headquarters Relocation project, which involves multiple jurisdictions within Marion County and the City of Salem, Oregon.

RFP # S-10700-00005334 - Questions and Answers
Q: Page 18 under K.2.(f)(ii) it is requested to provide a listing “…..of the Proposer’s most recent completed concrete tilt projects of $75 million or more (provide a list of three (3) or more) without judgements….” Based on this statement, is it a prerequisite for a Proposer to have a minimum of three completed concrete tilt projects of $75 million or more? Or, would it be acceptable to provide a listing of recent completed concrete tilt projects and separate list of recent completed or in progress projects of $75 million or more with or without tilt concrete scope?
A: It is not a prerequisite for a Proposer to have completed three (3) or more concrete tilt projects of $75 million or more; however, General
Construction Project Experience will be evaluated and scored in accordance with criteria stated in
Section IV.K.2.(f)(ii) and Section V.C.6 and
Proposer’s experience in response to these criteria.
Q: Page 19, Section K.2.(f)(iii) states: “Provide a listing of project experience with facilities for the public sector that involved the CM/GC delivery method and the GMP compensation method…..” Does this only need to be “public” sector experience, since the vast majority of tilt projects are in the private sector and the private sector also does CM/GC-GMP delivery method?
A: Section K.2.(f)(iii), third and forth sentences also state: “…..(If the Proposer’s experience in the public sector with CM/GC and GMP method projects is limited, experience with pure CM method projects, or CM/GC projects for the private sector may be listed. Please note after the project title for each such project if the project was for private sector or if the project utilized the CM method).”
