FACTOR 2 – Management Capabilities (Maximum of 15 pages)
TAB A – Management Approach
The offeror shall describe their management approach in narrative format. At a minimum, the offeror shall describe the quality assurance procedures to be employed for this effort and describe what oversight will be provided as it pertains to order processing (to include regular status reporting), production and delivery of vehicles on a CONUS and OCONUS scale as called for by the solicitation (to include delivery methods and timetables for certificates of origin and other documentation relating to vehicles), warranty administration, and management of suppliers and dealers.
• TAB B – Damage in Transit (DIT) Procedures
The offeror shall provide the procedures for customers to report Damage in Transit, apparent missing equipment, and other vehicle defects upon delivery.
This information shall outline the protocol for customers to report the damage/defects to include contact information, notification deadline, and resolution procedures. DIT procedures must further ensure that customers presented with electronic delivery receipts have a means to report damage in compliance with the delivery requirements outlined in the Federal Standards.
FACTOR 3 – Past Performance (Maximum of 5 pages)
TAB A – Projects
The Offeror shall demonstrate it has acceptable past performance history in providing products of the same or similar scope, size, and complexity as those solicited for under QMAE-BD-140001-D. The offeror shall demonstrate experience in managing projects and contracts of same or similar nature.
Offerors shall submit a narrative description describing their past performance in providing similar products over the past three (3) years. Describe a minimum of three (3) and not more than five (5) projects for different clients, similar in size and complexity to the effort contemplated herein and in sufficient detail for the Government to perform an evaluation of the offeror’s past performance. At a minimum, the offeror shall provide the following information:

SECTION M – EVALUATION FACTORS FOR AWARD
M.1 EVALUATION – TECHNICAL
In evaluating offerors’ proposals, the Government will consider:
Proposals will be evaluated and a contract awarded under the Lowest Price Technically Acceptable Approach to the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors, determined to have a fair and reasonable price, and are otherwise determined responsible and eligible for award. The significant evaluation factors are Technical Capability, Management Capabilities, and Past Performance.
Offerors are on notice that proposals which are unrealistic in terms of technical commitment or lack of technical competence or indicative of failure to comprehend the complexities and risks of the solicitation requirements will be rejected. Although discussions concerning technical proposals are not planned, the procurement team reserves the right to bring unacceptable offers up to an acceptable level through negotiations.
The following represent the factors used in the evaluation of proposals to determine the acceptability of offers:
FACTOR 1: TECHNICAL CAPABILITY – The Government will evaluate the information provided for this factor to determine if the offeror demonstrates it has the technical capability to perform the work solicited. The Government will also evaluate the projected project plan showing significant actions/events in the build process for each time of shipment identified in this solicitation. Technical capability is sound; offeror can meet delivery and performance requirements; and performance risk to government is mitigated.
FACTOR 2: MANAGEMENT CAPABILITIES – The Government will evaluate the information provided for this factor to determine if the offeror demonstrates it has the ability to successfully manage this effort. Offeror has documented quality processes to assure complete compliance with all solicitation requirements and has adequate management oversight. Adequate procedures for handling warranty administration, vehicles damaged-in-transit, and vehicle defects are provided, and production and delivery of vehicles on a CONUS and OCONUS scale as called for by the solicitation.
FACTOR 3: PAST PERFORMANCE – The Government will evaluate the information provided for this factor to determine if the offeror demonstrates it has satisfactory past performance in same or similar scope, size, and complexity of the products solicited in the past three (3) years and in managing projects and contracts of the kind contemplated. A minimum of three (3) and not more than five (5) projects are required.
M.2 ADJECTIVAL RATINGS
The following adjectival rating tables shall be used to rate proposals. Table 1 will be used to assign a rating to Factor 1. Table 2 will be used to assign a rating to Factor 2, and Table 3 will
b) Oversight to ensure production, shipment and delivery of vehicles on a CONUS and OCONUS scale that conform to solicitation requirements (includes methods and timetables for certificates of origin and other vehicle documentation), AND
c) Management of suppliers and dealers, AND
d) Warranty administration, AND
e) Damage-in-Transit procedures identifying the following:
1) Protocol for customers to report damage/apparent missing equipment, for both electronic and paper delivery receipts,
2) Contact information,
3) Notification deadline,
4) Resolution procedures, AND
f) Does not exceed 15 pages
UNACCEPTABLE
(U)
Failure to demonstrate the minimally acceptability standards under this factor will result in an “UNACCEPTABLE” rating and possible elimination from further consideration for contract award.
TABLE 3 – Factor 3 – Past Performance
ACCEPTABLE (A) The Government reserves the right to contact customer references provided in Factor 3, Tab A (Projects) and to use any information discovered in the process of evaluating the offeror’s past performance. The offeror’s past performance information must meet the following criteria:
a) The work described in the projects provided must demonstrate the successful completion of work which was of a similar or greater complexity to the work described in the specifications and proposed to be accomplished by the offeror, AND
b) Does not exceed 5 pages, AND
c) If an existing contractor under a GSA Automotive program, the offeror’s performance on the two most recent contract periods must not be below 85% for on-time shipment performance, AND
d) If PPIRS ratings exist for the offeror, such records must not include any ratings identifying the reviewing official “definitely would not” or “probably would not” award to them again given the choice.
NEUTRAL (N) Offerors with no past performance information will receive a “NEUTRAL” rating for this factor and will not be eliminated from consideration unless they receive an “UNACCEPTABLE” rating on any other technical evaluation factor.
