L.4 L-FSS-59 AWARD (APR 1984)

Questions and Answers for QMAE-BD-160001-D

1. Did GSA pull any configurations from the bid? We noticed that the 825v tractor was not on the list in Auto Bid.

Answer: Item 825V is not a configuration for this solicitation.

2. In the past we were given a report of the “option analysis”. I didn’t not see it in the solicitation or did I miss it?

Answer: The option analysis was posted via Amendment 0001 as Attachment 19.

3. In looking through the Solicitation and AutoVendor I don’t see Item #825V…. Please advise.

Answer: Please see GSA’s response under Question 1.

4. With regard to the requirement below for proof of filing of a VETS 100A Report, please confirm the name of the report has been updated to VETS-4212 and the latest filing is acceptable (in lieu of 2013).

Answer: Please see Amendment 0002 posted on the solicitation that addresses the VETS-4212 report. The VETS-4212 report replaces the VETS 100A report.

5. I have a question regarding period of performance. Solicitation states “base period of performance is March 1st 2016 to Feb 28, 2017…….is that correct?

Answer: No, the period of performance should be as follows:

Estimated Base Period of Performance – March 1, 2017 – February 28, 2018 Estimated Option Period I, if exercised – March 1, 2018 – February 28, 2019 Estimated Option Period II, if exercised – March 1, 2019 – February 29, 2020

Amendment 0003 revises the language on page 6 under Section A.2 of the solicitation to reflect the correct period of performance(s).

6. 972 Wrecker/Carrier doesn’t show the jump start post like all other specs

Answer: The remote jump start poles were purposely left off the items 971, 972, and 978 since these items are typically a class 5 truck and are not always available on that size of chassis.

7. 978 Wrecker/Carrier missing jump start post like all other specs

Answer: The remote jump start poles were purposely left off the items 971, 972, and 978 since these items are typically a class 5 truck and are not always available on that size of chassis.

8. We are proposing the attached as DBCH for dump trucks. We would like some clarification as to whether this meets FSA requirements. Reading the FSA we are unsure and look for your guidance.

Answer: The link below is for the Aero Industries Claw which matches the requirement for option DBCH. The goal is to hold the back of the tarp in place so that wind pressure will not raise the rear and allow for rocks to be blown off.

9. When determining delivery days based on options with additional time retirements, is the final calculated delivery date a combination of 1) multiple options additional time or is it

2) the one longest lead time option? For example,

1) Customer orders GSA unit 434 with SRP and ATR2

2) SRP has additional time of 14 days and ATR2 has additional time of 30 days

3) Will the additional time to deliver shown to the customer be

a. 44 days (combination of 30 and 14)

b. 30 days (the longest lead time option – ATR2)

Answer: The system uses the longest time and adds that to the base time. Since 30 days is the longest time it will take 30 days and add it to the base, disregarding the 14 days. Regarding ATR2, the system does not consider the situational logic that these combinations create. 30 days is not enough time for ATR2 and adding more time to ATR2 should be taken into account since SRP is typically ordered with it.

10. “Minimum Requirements” tab is showing both air cleaner service indicators: In most cases the standard is located in the engine compartment and the request for location in the driver’s area is used as one of the option requests. This discrepancy can be found on Items 815 Cab & Chassis, 844 Dump, 845 Dump.

Answer: The in cab air filter monitor has been requested on 100% of the orders for these three (3) items so the option ASI was changed to standard.

11. Item 712 & 714 Cab & Chassis, 543 Dump, 544 Dump, 742 Dump, 745 Dump, 581 Ref Van, 583 Ref Van, 732 Stake, 520 Tractors, 563 Maintenance, 573 Van Option list for Engines is missing the description field for YD3C

Answer: Comment block has been enabled in the system.

12. Item 644 Dump Option list for Engines is missing the description field for YD46

Answer: Comment block has been enabled in the system.

13. Since my company has no Federal Contracts this year would we begin reporting VETS100 next year?

Answer: Yes, you would report for FY17. However, the VETS-100A report is now the VETS-4212 report (see Amendment 0002 posted on the solicitation). Entering into a covered Federal contract or subcontract during a given calendar year establishes the requirement to file a VETS-4212 Report during the following calendar year. The annual report must be filed no later than September 30. For more information, please visit: https://www.dol.gov/vets/vets4212.htm.

14. Our dump body supplier for option DBS8 (items 543, 744, & 745) has quoted dump bodies with nitrated hoist cylinders. The Fed Std (3.1.3 K) calls for all hoist cylinders to be chrome plated. Will GSA accept the nitrated cylinders?

Answer: Since the nitride hardening process is more environmentally friendly than chrome plating, GSA will allow this alternative for all hydraulic cylinders and revised Attachment 6 - Federal Standards 794AJ and 807Y accordingly. The changes are indicated by red font and a black line in the right handed margin on pages 13, 38, 41, 42, and 60.

15. On Reefer vans where tow package options are identified, due to the hitch capacity requirements, we will need to eliminate the shelf step type bumper required in

3.5.8.2.4. Will this be acceptable to GSA?

Answer: Recent order history shows no refrigerated vans have been ordered with the requirement for a trailer towing package. GSA will remove the towing options from all refrigerated vans:

481 – TTP1, TTP4, TTP5

484 – TTP1, TTP4, TTP5

581 – TTP1, TTP4, TTP5

581C - TTP1, TTP4, TTP5

583 - TTP1, TTP4, TTP5

583C - TTP1, TTP4, TTP5

585 – TTP5, TTP6

GSA will change the Gross Combined Weight Rating for the following refrigerated vans:

585 – 58,000 781 – 26,000 784 – 39,000

16. Due to the timing of the question deadline and bid submission date, will there be an amendment issued prior to the bid deadline that impacts the content of the bid submission details?

Answer: Yes via this Amendment 0003. Due to the changes being made to the technical specifications, GSA has extended the AutoBid close date and proposal due date to Thursday, November 17, 2016 at 2:00 PM Eastern.

Additional Option Changes:

Item 430 - Option FSW4 - Deleted Item 430 - Option FS2 - Added

17. Aluminum spare wheels ordered via our factory do not come with the Accu-Shield finish. Front & rear aluminum wheels do have the finish, but any spares will not. Will this be acceptable to GSA?

Answer: Aluminum wheels are not required for the spare tire options even when the customer orders one (1) of the aluminum wheel options or aluminum wheels are standard equipment on the vehicle. GSA would prefer to handle supplying aluminum wheels for spares by an "Additional Requirement"(AREQ) when requested by the customer so that proper costs can be associated with the size of wheel needed and so that the finish does match what is provided as part of the order.

File details come from the government source that posted it. Updated .
