SECTION A – GENERAL CONTRACT/AWARD INFORMATION
A.1 FAR 52.216-1 TYPE OF CONTRACT (APR 1984)
The Government contemplates award of a Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract resulting from this solicitation.
A.2 GUARANTEED MINIMUM
(a) The minimum that the Government agrees to pay during the base period of this contract is
$3,000. If the Contractor receives orders (inclusive of all CLINs) less than the guaranteed minimum during the base period of the contract, the Government will pay the difference between the reported orders and the guaranteed minimum. There is no guaranteed minimum for contract option periods.
(b) Payment of any amount due under this clause shall be contingent upon authority to operate granted by the GSA Designated Approving Authority (DAA), compliance with terms and conditions of the contract, and satisfactory contract performance. Should a firm not receive authority to operate they will not be entitled to receive the guaranteed minimum.
(c) The guaranteed minimum applies only if the contract expires without any orders being placed against it or contract cancellation due to Termination for Convenience is initiated by the Government. The guaranteed minimum does not apply if the contract is terminated for cause or default or if the authority to operate is not granted by GSA DAA.

SECTION C -- DESCRIPTION: STATEMENT OF WORK (SOW)
C.1 BACKGROUND
The Federal Government spends approximately $14 billion dollars on travel services every year.
A spend category of this magnitude requires a robust data solution that provides reports and analytics in a transparent environment so that stakeholders can oversee and manage travel expenses and optimize taxpayer dollars.
Because travel spending is decentralized among Federal agencies, a commercial service is needed to aggregate, standardize, analyze, store, and make available Government-wide data and business intelligence.
Historically, travel data management resulted in gaps that hampered visibility in Federal travel spend:
Limited data: Only reservation data and some air supplier data was consolidated, standardized, and available to the Government resulting in limited Government-wide visibility regarding travel behavior and expenditures.
Reporting: Travel reports drawn from reservation data limits visibility into travel behavior and spend. With the Electronic Travel Service 2 (ETS2), Travel Management Center (TMC), and GSA SmartPay dataset sources, GSA anticipates much improved reporting capabilities and more flexibility for agencies to obtain the data needed for effective agency-level travel management. However, Government-wide reporting from these consolidated datasets still requires travel data management based on the number of data sources involved.
Airline sourcing: Travel data played a critical role in airline sourcing and negotiations.
With airline industry consolidations, travel data is a key component to support negotiation objectives due to reduced competition in the marketplace. In TMIS 2.0, the Government desires a richer and more complete with the addition of expense-related information to improve visibility in ancillary fee expenditures.
Hotel sourcing: Reservation data is significantly impacted by Federal travelers that book hotels outside of established reservation channels resulting in an inability to fully understand, optimize, market, and grow the managed lodging program.
Traveler behavior: Reservation data only measures and tracks one component of traveler behavior limiting insight into what happens during travel, including any itinerary changes and actual expenditures for incidentals as found on the expense vouchers.
Spend management: Key Performance Indicators (KPIs) and other high level management report capabilities based on reservation data only do not fully support efforts to know, manage, control, and optimize services under reduced spend parameters resulting in hampering agencies’ ability to enact strategies to reduce spend in order to comply with the Office of Management and Budget (OMB) Memo M-12-12 and similar directives and guidance.
There is increasing pressure on the Federal Government to reduce travel spend and better manage and account for travel. Recent memoranda and directives that direct agencies to better use data to manage spend include the following:
OMB Memo M-12-12: Promoting Efficient Spending to Support Agency Operations: “[I]n FY 2013, each agency shall spend at least 30% less on travel expenses…than in FY2010.
Agencies must maintain this reduced level of spending each year through FY 2016.”;
and, “[GSA], in consultation with OMB, shall review the Joint Federal Travel Regulations and the Federal Travel Regulation (FTR) to ensure that the policies reduce travel costs without impairing the effective accomplishment of agency missions.”; and, “expand and leverage the Government's purchasing power to reduce travel costs associated with hotels and rental cars.”
EO 13576 – Delivering an Efficient, Effective, and Accountable Government (June 13, 2011): “realize…cost savings by targeting wasteful practices and by reducing, and identifying alternatives to, discretionary travel…”; and “support the collection and display of Government spending data, ensuring the reliability of those data, and broadening the deployment of fraud detection technologies….”
Presidential Memorandum: Accountable Government Initiative (September 14, 2010) “Promoting Strategic Sourcing - Government purchases of commodities are typically fragmented across multiple departments, programs, and functions within agencies.
Agencies across the Government often rely on hundreds of separate contracts for many common-use items, with prices that vary widely. We are working with agencies to change this dynamic by pooling the Federal Government’s buying power.”
Executive Order 13589 -- Promoting Efficient Spending (November 9, 2011): “My Administration is committed to cutting waste in Federal Government spending and identifying opportunities to promote efficient and effective spending.”; and, “Agency travel is important to the effective functioning of Government and certain activities can be performed only by traveling to a different location. However, to ensure efficient travel spending, agencies are encouraged to devise strategic alternatives to Government travel, including local or technological alternatives, such as teleconferencing and video conferencing.”; and, “Each agency, agency component, and office of inspector general should designate a senior level official to be responsible for developing and implementing policies and controls to ensure efficient spending on travel and conference related activities.”
The opportunity exists to move to a more fully optimized and complete data environment in TMIS 2.0. This acquisition will result in an outsourced TMIS 2.0 that will enable the Government to meet the travel policy expectations set forth in recent memoranda.
