ATTACHMENT G: TECHNICAL PROPOSAL NARRATIVE ITEMS

DO NOT INCLUDE ANY PRICING DATA IN REPSONSE TO

THE TECHINICAL CAPABILITY NARRATIVE RESPONSES

All technical capability narratives must include:

Offeror Name

Submission Date

All technical capability narratives must specifically address each of the following bulleted items, in the order listed below. The offeror has a total of 21 pages to address all of the items below. Sample information requested does not count towards the 21 page limit.

Tier I - Auction Support Services

● List all of the offerors auction industry affiliations and memberships.

● All sale proceeds collected must be sent to and received by GSA via Fedwire or ACH within 2 business days of sale with no exceptions. Describe how you will ensure that total proceeds are cleared and sent by your financial institution within the prescribed time frame. (How will you cover your floor plans?)

● Provide a sample basic marketing package in accordance with the Statement of Work.

● Provide a sample of your proposed GSA auction support services invoice for review. (Do not provide standard commercial invoice but one specifically for GSA in accordance with the Statement of Work.)

● Provide a sample catalog listing from your Auction or EIM System for 10 vehicles.

Tier II - Static Internet Sales

● If not already provided under Tier I, provide the following:

○ All sale proceeds collected must be sent to and received by GSA via Fedwire or ACH, within 2 business days of sale with no exceptions. Describe how you will ensure that total proceeds are cleared and sent by your financial institution within the prescribed time frame. (How will you cover your floor plans)?

○ Provide a sample basic marketing package in accordance with the Statement of Work.

Provide a sample of your proposed GSA Internet auction support services invoice for review. (Do not provide standard commercial invoice but one specifically for GSA in accordance with the Statement of Work.)

Provide a sample of your commercial Static Internet Sale Listing.

Tier III - Marshalling Services

● Describe your proposed vehicle intake procedures for new vehicle deliveries for GSA. Describe your proposed process for vehicle exchanges for GSA.)

● Describe your approach to ensuring all marshalling services are performed within the defined timeframes as defined in the Statement of Work.

● If offering CLIN 0006 (1006-3006) Sales Preparation Services, describe your approach to accomplishing the sales preparation services within the defined timeframe as defined in the Statement of Work.

● Provide a sample invoice of your proposed GSA marshalling support services invoice for review.

(Do not provide standard commercial invoice but one specifically for GSA in accordance with the Statement of Work.)

Tier IV - General Support Services

● If the offer is proposing to subcontract any or all of these services, provide the name, location, distance from the offeror’s facility, and contact information of the subcontractor for each type of service to be subcontracted.

● If the offeror is proposing transport services utilizing their owned and operated transport vehicles, list the size of their transport fleet to include carrier sizes.

● If the offer is proposing drive away methods of transport utilizing their own employees, list the number of drivers and the licenses they hold to transport both Type 1 and Type 2 vehicles.

● Ocean Freight Transport is an optional service. If offering this service please describe transport methods and or approach.

● Describe the transportation process and procedures from the time a pickup order is received until the vehicle is secured at the offerors facility.

● Describe in detail your security and control (limit access) provisions for license plates and Fleet Services Cards (e.g., account logs, tracking system, and secure location). Describe the reporting process for any missing or lost inventory.

● Provide a proposed GSA condition report for a Type 1 vehicle and a Type 2 vehicle addressing all requirements in the Statement of Work. (If offeror is only proposing services for Type 2 vehicles then Type 1 vehicle condition reports are not required.)

● If the offeror is proposing on-site services for vehicle de-equipping or maintenance/repair/ancillary vehicle services, please describe the area of your facility that will be utilized to accomplish these services; include area (size) and how many repair bays (and what type (e.g., mechanical, body, paint)) of each are available?

● Describe your approach to accomplishing vehicle de-equipping and/or vehicle maintenance/repair/ancillary vehicle services on site within the defined timeframe in the Statement of Work.

● Describe your approach to ensuring subcontracted vehicle de-equipping and/or vehicle maintenance/repair/ancillary vehicle services are performed within the defined timeframes (including transportation to and from subcontractor).

● If de-equipping is subcontracted, describe controls to ensure Government owned equipment is destroyed or returned to GSA in timely fashion?

● If the TO-COR directs a different GSA contractor to the offeror’s facility, will they be allowed access to the offeror’s site to remove vehicles for offsite repairs and to return the vehicles after offsite repairs are completed? What kind of notice from GSA is required?

● Describe the area of your facility utilized to accomplish reconditioning services in accordance with CLIN 0012-(1012-3012) - Reconditioning, including area (size). Provide a list of the equipment to be used.

● How many vehicles can be reconditioned per day?

● Describe your approach to accomplishing reconditioning services within the defined timeframe in the Statement of Work.

● Describe your decal and shrink wrap removal techniques.

Additional Information

The offeror may submit an open narrative on any subject not covered in the foregoing bullets that demonstrate it has the technical capability to perform the work solicited; their technical approach is sound; they have the ability to meet delivery and performance requirements; and performance risk to government is mitigated. This open narrative is included in the 21 page limitation.
