INTRODUCTION

The U.S. General Services Administration (GSA) seeks contractors who are interested in providing auction and/or marshalling support services for Government owned or leased vehicles. Offers are solicited for these services for vehicles located in geographic locations in the 48 states of the continental United States, Alaska, Hawaii, the District of Columbia, Guam, Puerto Rico, the U.S. Virgin Islands, Northern Mariana Islands, and American Samoa.

Offerors must indicate the sale and/or marshalling location(s) within each state and territory for which they are offering services. The Government’s requirements for vehicle sales and/or marshalling includes but is not limited to sedans, station wagons, light trucks (vans and pickup trucks), medium and heavy-duty trucks, buses, special purpose vehicles, motorcycles, and trailers. Vehicles may be conventionally fueled vehicles, alternative fuel vehicles (AFVs), electric vehicles (EVs), low speed electric vehicles (LSEVs), or may be non-powered vehicles (e.g., trailers).

This solicitation is for a multiple award, indefinite delivery/indefinite quantity contract. It will be a negotiated commercial service schedule, with multiple contractors. Further, its use is non-mandatory by the Government. The contract period of performance shall be as follows:

● Base Year April 1, 2016 through September 30, 2017

● Option Year One October 1, 2017 through September 30, 2018

● Option Year Two October 1, 2018 through September 30, 2019

● Option Year Three October 1, 2019 through September 30, 2020

Any or all offerors awarded a contract may be selected by the Government to perform any and/or all of the requirements awarded under the contract. There is no assurance that any contractor shall be the sole agent for support services within any given area. See Section C.4, (Guaranteed Minimum Quantity) and Section D.12 (52.216-22 Indefinite Quantity) for additional information.

Orders against this contract shall only be placed by authorized GSA Task Order Contracting Officers (TO-COs).

Contract Line Items (CLINs) may be negotiated to a lesser requirement by GSA under individual task orders issued under the contract.

Task Order Contracting Officer’s Representatives (TO-CORs) shall be appointed by the TO-CO who issued the task order via a Delegation of Authority Letter that will be provided to the contractor. The TO-COR will be the requesting/authorizing/approving authority for any CLIN service and may request these CLINs for any number of vehicles not to exceed the number of vehicles and/or dollar threshold established in the task order.

The TO-COR is not permitted to negotiate or agree to any pricing changes established under the task order.

Any changes to pricing or the terms and conditions of the task order must be formally modified by the TO- CO via a written modification to the task order.

The TO-COR is the technical liaison between the contractor and the TO-CO and is responsible for verifying satisfactory performance and timely delivery as set forth in the contract. Any issues the contractor has or clarifications needed in the terms and conditions of the SOW shall be raised to the TO-COR. If the issue is not satisfactorily addressed at that level the Contractor will schedule a meeting with both the TO-COR and the TO-CO.

If the issue is still not resolved the TO-COR will raise the issue as appropriate to higher levels.

Electronic Data Interface (EDI) capability is required for all Tiers and Groups. GSA will define the electronic file requirements in a comma delimited ASCII format, in Microsoft Excel format, or other electronic format as directed by the TO-COR.

The contractor shall have Internet access to upload and download files to GSA services or web-based applications.

DEFINITIONS

● Additional Vehicle - New vehicle for which there is no exchange vehicle.

● Agency Owned Vehicles - Vehicles owned or leased by GSA or other Federal Agencies.

● Carrier Method of Transportation – Method of transportation with wheels off the ground.

● Closed Internet Sale - Internet auction locked down to a specific buyer base (e.g., Online Vehicle

Exchange (OVE), SmartAuction).

● Customer Agency - Any Government agency that leases vehicles from GSA Fleet.

● Exchange vehicle - Vehicle that the Customer Agency turns over to the marshalling facility. This may be a Sale vehicle or a Reassigned vehicle.

● Fedwire - Electronic transfer of funds to the U.S. Treasury

● Fiscal Year (FY) – A fiscal year is the time period on which a Government organization’s annual budget is based. The Federal Government runs on a fiscal year that spans October 1 to September 30. (Example:

FY17 = October 1, 2016 – September 30, 2017).

● Fleet Management Center (FMC) – location that manages GSA Fleet vehicles.

● Fleet Services Card – GSA Fleet uses a commercial purchase card for fuel, maintenance, and repair services. Each Fleet Services Card is assigned to a specific vehicle and is only to be used for the vehicle identified on the card. The commercial provider of the Fleet Services Card may change over time.

● Fleet Services Card Acceptance - In the case of GSA’s current fleet card provider, acceptance can mean the ability to swipe the fleet services card on a point of sale terminal, receive a MasterCard® transaction over the phone, or receive a direct deposit ACH transaction.

● FMS2GO – Proprietary software for electronically loading vehicle data (license plates, Fleet Services Card, and vehicle specific information such as vehicle make, model, year, color, tire size, etc.), performing vehicles assignments to customers, terminating customer vehicle assignments, and uploading data to GSA servers.

● FMS2GO Mobile App – Government furnished property composed of proprietary software. Android Mobile app software is available for download from Google’s Play Store. Web-based mobile application for use on both phones and hand-held mobile devices.

● General Services Administration (GSA) – An executive branch agency of the Federal Government that issued the Request for Proposal and oversees any contracts or task orders awarded under the Request for Proposal.

● GSA Accountability Form – is a GSA created form (may be paper or electronic) that allows for the quick and easy capture of necessary vehicle identifying information as well as interior/exterior condition elements when a vehicle is received at the contractor’s facility and/or if transported to or from another location.

● GSA Form 27 - Government Purchaser’s receipt - Contractor’s bill of sale or block ticket can be used in lieu of this form.

● Marshalling Services - Receipt, inspection, preparation, assignment/termination of new, exchange, or reassigned vehicles.

● MC-9190 - Government furnished property with proprietary software. Handheld device used for loading vehicle data (license plates, Fleet Services Card, vehicle make, model, year, color, tire size, etc.)

electronically and uploading to GSA server.

● National Accident Management Center (AMC) – The GSA AMC is responsible for oversight and authorization of glass repair/replacement, vehicle crash and other incident damage repairs prior to a vehicle being placed is sale status.

● National Asset Seized and Forfeited Program - Vehicles seized by Federal Law Enforcement agencies and offered for sale to the general public.

● National Maintenance Control Center (MCC) – The GSA MCC is responsible for oversight and authorization of the vehicle maintenance and repair for GSA Fleet vehicles prior to a vehicle being placed in sale status.

● New Vehicle - Vehicle ordered by GSA that will be shipped consignee delivery directly from the manufacturer to the marshalling location, shipped from the manufacturer to a local dealership and be courtesy delivered to the marshalling location, or be shipped from the manufacturer to a local dealership and require transport from the dealership to the marshalling location.

● Pay.Gov - U.S. Treasury Pay.gov system utilized to process secure electronic payments (credit and debit card) to Federal Government Agencies.

● Reassigned Vehicle - Used vehicle that will be re-assigned (put back into service) to a different Customer Agency Account.

● RPN Number – Order Number for a new vehicle begins with “RPN-. . .”

● Sale Vehicle - Vehicle that has met replacement criteria and will be sold.

● Secure Storage - The term “secure” means unauthorized access will not be possible at any time (e.g., vehicles, GFP).

● Sensitive Items - Sensitive items include but are not limited to bio-hazardous material, weapons, munitions, keys (other than vehicle keys), and Government electronics (e.g., laptops, cell phones).

● Static Charges - Charges with a fixed price per vehicle (example: auction fee, reconditioning services fee, etc.)

● Static Internet Auction - Internet auction with fixed start and end dates, starting and reserve pricing (e.g., GSAAuctions®, ebay).

● Tablet Device – Government furnished property with proprietary software. Handheld device used for loading vehicle data (e.g., license plates, credit card, vehicle make, model, year, color, tire size) electronically and uploading to GSA servers.

● Task Order - Official order placed against the contract by a warranted Contracting Officer

● Vendor and Customer Support Services (VCSS) – VCSS is a web-based application that will allow vendors to create and process their invoices electronically (paperless) and track the status of payments made by GSA.

● Vehicle Fleet Exchange (VFE) – Government web-based application utilized by GSA Fleet Customer(s) to schedule appointments to exchange GSA Fleet leased vehicles.

Vehicles that the Government has determined to be salvage, uneconomical to repair, or are inoperable shall be separately priced under this Group. Some or all may be inoperable and require towing.

Offers are being solicited on the following vehicle types:

● Type 1 - 12,500 GVWR and under

● Type 2 - Over 12,500 GVWR

Offerors may submit a proposal and pricing for the following TIERS and CLINs under this solicitation. The SOW CLIN descriptions will indicate if specific CLINs are mandatory or optional for inclusion in the offeror’s proposal.

The offeror shall provide GSA, the names, addresses, and telephone numbers of any subcontractors proposed for performance of those CLIN’s. This information must be updated as changes occur.

Pricing and services for all CLIN’s is solicited in accordance with the SOW CLIN description and as shown on the schedule of items.

Reduced Requirements will be indicated under specific Tiers and CLIN’s in the SOW.

Please note that this is a service contract and DOL Wage Rates and Benefits per locality apply. It is the contractor’s responsibility to ensure they meet the minimum requirements of the DOL Wage Rates and Benefits. See Contract Clauses & Provisions.

Tier I – Auction Support Services

The U.S. General Services Administration (GSA) seeks contractors who are regularly engaged in the live auction of motor vehicles.

CLINs (Applicable to Group I - Operable Vehicles) Offers are solicited from entities interested in providing services for Group I, Type 1 and Type 2 vehicles. These offerors may also provide proposals and pricing for Group II - Salvage/Uneconomical to Repair/Inoperable, Type 1 and Type 2 vehicles.

Offerors interested in submitting an offer for TIER I – Auction Services must provide a proposal and pricing for the following Tier I CLINs:

CLIN 0001 (1001-3001) Auction Support Services - includes basic marketing, facilities, auction services, pre-sale wash, administrative functions, support services, documentation, registration, and basic security and storage. All of these requirements are defined later in this SOW.

CLIN 0002 (1002-3002) Concurrent Live Broadcast Services

It is mandatory for Offerors submitting and offer for TIER I – Auction Services, to submit a proposal and pricing for TIER II - Static Internet Sales, TIER III - Marshalling Services, and Tier IV – General Support Services.

CLINs (Applicable to Group II – Salvage/Uneconomical to Repair/Inoperable Vehicles) Offers are also solicited from entities interested in providing Group II services. Offerors interested in submitting an offer for TIER I – Auction Services for Group II vehicles must provide a proposal and pricing for the following Tier

I CLIN:

CLIN 0001 (1001-3001) Auction Support Services - includes basic marketing, facilities, auction services, pre-sale wash, administrative functions, support services, documentation, registration, and basic security and storage. All of these requirements are defined later in this SOW.

CLIN 0002 (1002-3002) Concurrent Live Broadcast Services - This is an optional CLIN if the offeror is only submitting an offer for Group II vehicles. If the Offeror is submitting an offer for both Group I and II vehicles, then it is mandatory to submit an offer for this CLIN for Group II vehicles.

It is mandatory for Offerors submitting an offer for TIER I – Auction Services Group II vehicles, to submit a proposal and pricing for TIER II – Static Internet Sales for Group II vehicles.

It is mandatory for Offerors submitting an offer for TIER I Auction Services Group II vehicles to submit a proposal and pricing for the following TIER IV - General Support Services CLINs for Group II vehicles:

Reduced requirements for Group II – Salvage/Uneconomical to Repair

Offerors may submit an offer for Group II - Salvage/Uneconomical to Repair/Inoperable, Type 1 and Type 2 vehicles only. It is not a requirement to offer services for Group I vehicles if the offeror is only interested in providing services for Group II vehicles.

The below only applies if the firm is only providing Group II auction services and/or if the auction is only for Group II vehicles.

● Tier I CLIN 0001 (1001-3001) Marketing– with the exception that newspaper ads are not required;

advertising shall be directed only towards licensed salvage dealers.

● Tier I CLIN 0001 (1001-3001) Auctions of salvage vehicles may be directed towards licensed salvage dealers only and not be offered to the general public.

● Tier I CLIN 0001 (1001-3001) Administrative Functions/Documentation/Registration - All services under this CLIN apply with exception of 0001 (1001-3001) Support Services. However the contractor shall provide personnel as necessary for the sale of these kinds of vehicles and audio visual records of the auctions. The contractor shall provide personnel to complete and provide sales documents and collect proceeds.

● Tier III - Marshalling Services are not required

● Tier IV CLIN 0009 (1009-3009) - EIMS services - If the contractor is offering EIMS services under Tier

IV for Group I vehicles, then it will be mandatory to provide EIMS services for salvage/uneconomical to repair/inoperable vehicles. Otherwise, it is an optional service for those who will only provide Group II services.

● Tier IV CLIN 0007 (1007-3007) Transportation - CLINs 0007AA (1007AA-3007AA), 0007AB (1007AB- 3007AB) Driveaway methods and 0007AE (1007AE-3007AE) Ocean Freight are not required

● Tier IV CLIN 0011 (1011-3011) Maintenance/Repair/Ancillary Vehicle Services - CLINs 0011AA (1011AA-3011AA) through 0011AG (1011AG-3011AG) are not required

● Tier IV CLIN 0012(BA-BB (1012(BA-BB)-3012(BA-BB)) Reconditioning Services - Reconditioning is not required.

● Contractor Qualifications - The capability to display moving vehicles as they are being offered for sale is not required.

● Contractor Qualifications - The requirement to conduct auctions with a combined consignment of 200 vehicles per month is waived.

Tier I CLINs 0001 (1001-3001) - Auction Services and 0002 (1002-3002) - Concurrent Live Broadcast are solicited on a flat fee per vehicle for vehicles sold.

The offeror shall provide on the Schedule of Items, the names, addresses, and telephone numbers of any subcontractors proposed for performance and updates shall be provided as changes occur.

Offerors must indicate the sale performance location(s) within each state and territory for which they are offering services.

The TO-COR will be the requesting/authorizing/approving authority for any CLIN service and may require these CLINs for any number of vehicles not to exceed the number of vehicles and/or dollar threshold established in the task order.

Requirements Applicable to Tier I

General Auctions of Government-owned or leased vehicles must be available and open to the general public.

The Government reserves the right to sell its own vehicles at any time and/or relocate vehicles to another area and/or another contractor to be sold, or to a vendor not awarded a contract off of this solicitation.

As the rapid sale of vehicles is important to the Government, vehicles provided for auction services shall be placed for auction within 30 days of receipt by the contractor. Exceptions to the 30-day auction requirement must be approved in advance and in writing by the Government. Auctions shall be scheduled for dates and times that are mutually acceptable to both the Government and the contractor.

Bonding requirements apply as referenced in Section D – Contract Clauses & Provisions Please make note of clauses 52.228-16 PERFORMANCE AND PAYMENT BONDS-OTHER THAN CONSTRUCTION (NOV 2006) and 52.228-2 ADDITIONAL BOND SECURITY (OCT 1997). Additional bonding requirements may be necessary depending on the monetary value of the estimated vehicles issued on a task order for a given period of time or the monetary value of the estimated vehicles anticipated per sale. Bonds are required for each awarded year and must be renewed before receiving work in a new option period.

Order limitations apply as referenced in Section C.4, Guaranteed Minimum Quantity and Section D.12, 52.216-22 Indefinite Quantity (Oct 1995).

Unless otherwise prohibited, the contractor shall serve as the Government's sale agent. In order to avoid a conflict of interest, or the appearance of a conflict of interest, the successful contractor, and any subcontractor, or their employees, or members of the contractor or any subcontractor’s immediate households, may not purchase, or act as an agent or representative for any other party in the purchase, either directly or indirectly, of Government vehicles sold at any GSA Auction (to include but limited to live sales, internet sales, and salvage sales). Furthermore, any entity in which the contractor has any financial interest shall not be allowed to purchase, either directly or indirectly, Government vehicles sold at any GSA auction (whether or not the auction is at the contractor’s facility or an unaffiliated facility and irrespective to the type of GSA Auction e.g., live, internet, or salvage sale). In any event in which a contractor becomes the owner of a GSA vehicle, they must notify (in writing) the TO- COR as well as the TO-CO of the circumstances, and sell, resell, or dispose of the vehicle within 30 calendar days of the ownership of the vehicle.

In addition to the above, in order to avoid a conflict of interest or the appearance of a conflict of interest, should a firm have under their employ an immediate family member or member of the household of a GSA Employee, said individual is prohibited from performing any work of any kind on the GSA account/contract.

Contractors shall have the capability to transfer funds electronically (Fedwire or ACH remittance).

Contractor Qualifications

● The contractor must be the owner or legal lessee of the auction facility where work performed under auction services is to be conducted.

● Contractor must be actively engaged and have been in the continuous operation for a period of not less than one (1) year prior to the issuance of this solicitation in the automobile auction business of vehicles that are not primarily salvage, rebuilt, or junk, unless the Offeror is offering services strictly for Group II vehicles.

● The contractor shall comply with all applicable Federal, state, local and municipal laws and ordinances.

This includes licensing, insurance, collection and payment of any and all applicable Federal, state, and local taxes, and compliance with all laws governing vehicle titling for all groups. Any liabilities or claims resulting from the contractor’s failure to do so are their responsibility.

● The contractor must have the capability to display moving vehicles as they are being offered to buyers for auction bids while auctioneers, sellers, and buyers are physically present calling for bids, unless the vendor is submitting and offer for services strictly for Tier II - Static Internet Sales or Group II - Salvage/Uneconomical to Repair/Inoperable vehicle sales.

● All auctions (live, concurrent live broadcast, and internet) must be open to the public. In addition they must have the capability of providing a period of inspection that is open to the public.

● The contractor must be open a minimum of 5 days a week for a minimum of 40 hours per week in a permanent on-site structure to perform the auction support services.

● The contractor must conduct a minimum of 2 automobile auctions per month with combined consignment of 200 or more vehicles at a facility that complies with the facility requirements listed below unless the offeror is offering on services strictly for Group II - Salvage/Uneconomical to Repair/Inoperable vehicles.

Sales volume does vary by location. A map of vehicle current inventory is provided in Attachment I for information and reference. Task orders may be based on the capability to meet specific sale volume needs.

Facility Requirements

● All auction facilities and accommodations (e.g., restrooms, parking) shall be fully accessible to the handicapped/disabled. Offerors must have an established facility, which is primarily engaged in the auction of motor vehicles. Contractors must have a secure improved hard surface (paved or crushed stone) parking area for storage, inspection, and sale of at least four hundred (400) Government vehicles for any given auction date. The term “secure” means that unauthorized access to the vehicle(s) will not be possible at any time.

● Contractors must have a covered area suitable for conducting a drive-through auction to accommodate Group I, Type 1 vehicles and that will provide covered shelter to auction attendees. Group I, Type 2 vehicles may be sold in place if the covered area cannot accommodate that size vehicle. Group II, Salvage/Uneconomical to Repair/Inoperable vehicles, may be towed through the contractor's facility or sold in place.

● The facility must have restrooms with running water suitable to accommodate the general public. Portable toilets are not acceptable as a lone source of restroom facilities. They may be used to supplement accommodations when crowds are expected to be abnormally large.

● At least 300 spaces shall be available for public parking for each auction. The parking will be at no cost to the general public.

● All auction facilities and accommodations shall be suitably maintained in a clean, orderly, and safe condition at all times. The TO-COR has the right to request further maintenance/cleaning prior to inspection period and auction which must be performed at no cost to the Government.

● The contractor must have secured storage for all Government license plates and Fleet Services cards. The term “secure” means unauthorized access will not be possible at any time. The contractor assumes all responsibility and liability for any misuse of Government license plates and Fleet Service cards from the time of possession until they are handed over to the Government. The contractor will be held financially liable for transactions incurred on the GSA Fleet Services Cards and the replacement cost of license plates when it is determined the contractor has failed to safeguard license plates and Fleet Services Cards. Any loss of Government license plates, misuse of Government license plates or misuse of Fleet Service cards may result in a Department of Justice investigation.

● The contractor must have secure storage for Government furnished property. The term “secure” means unauthorized access will not be possible at any time.

● At each auction location for which the Government requests, the contractor shall provide each TO-COR with office space which includes as a minimum, a desk, a chair, network capabilities (Internet access) both in the office and on the block; access to a copy machine, a facsimile machine, a printer; and an analog phone line with a modular jack to be located in the contractor’s office area at no additional cost to GSA.

Reporting Requirements Reporting requirements only apply to contractors who are issued a task order under the contract. If a contractor has received a task order and receives no business volume in a given quarter then they must submit in writing that they received zero volume for that quarter (see below for reports).

Auction Reports Consolidated vehicle auction sale reports are due to the TO-COR and the GSA Office of Motor Vehicle Management, Remarketing Branch Chief on a quarterly basis, no later than January 15, April 15, July 15, and October 15 of each year. There must be one report for each quarter providing data for all sales within that quarter. Vehicle auction sale reports are due to the TO-COR within two (2) business days after each sale, providing data for each sale. All reports must be provided in a comma delimited ASCII, Microsoft Excel, or other format as directed by GSA. The following information must be provided per sale and per quarter:

Concurrent Live Broadcast Reports On a quarterly basis, no later than January 15, April 15, July 15, and October 15 of each year, a list of Vehicle Identification Numbers (VINS) sold via concurrent live broadcast for that quarter must be provided. The report must be provided in a comma delimited ASCII, Microsoft Excel, or other format as directed by GSA. This report shall be submitted to the TO-COR and the GSA Office of Motor Vehicle Management, Remarketing Branch Chief.

Marketing Report An annual electronic Marketing Report must be provided by October 15 of each year to the TO-COR. The marketing plan must include details of the quantity and types of advertising being used for GSA sales. The report shall also address the level of success for each type of advertising used, (e.g., what percentage of bidders found out about the auction via each method). If a contractor with a task order has zero business volume for an entire fiscal year they do not need to provide a report.

PCI DSS Compliance

All contractors accepting credit and debit cards on behalf of GSA for the purchase of Government vehicles are required to maintain full compliance with the Payment Card Industry Data Security Standard (PCI-DSS). The PCI- DSS is an industry standard supported by all card networks that applies to any entity processing, storing or transmitting cardholder data. The PCI-DSS contains the security requirements to help protect against unauthorized intrusions and account data compromises. Failure to maintain compliance with the PCI-DSS puts the contractor at an increased risk of account data compromises. Furthermore, a suspected or known compromise of card processing systems can result in serious damage to the contractor, including reputational harm, significant card association fines and assessments, and potential litigation brought by impacted cardholders and issuing banks who suffer losses as a result of compromised card information.

The contractor will complete an annual PCI-DSS validation process. This process will help determine PCI-DSS compliance requirements. As part of the validation process, the contractor may be required to conduct quarterly network vulnerability scans by an Approved Scanning Vendor (ASV). A listing of ASVs, who are authorized to perform the network vulnerability scans, is available at https://www.pcisecuritystandards.org. Network vulnerability scans are required for entities with external-facing Internet Protocol (IP) addresses in contact with the cardholder data environment. The contractor shall provide a certificate of compliance by January 15th of each year to the TO- CO. Annual PCI-DSS validation requirements only apply to contractors who are issued a task order under the contract for TIER I and/or TIER II services.

Sensitive Items

The contractor shall notify the TO-COR immediately by phone and in writing if any sensitive items are left in the vehicles.

The following general requirements apply to each vehicle.

CLIN 0001 (1001-3001) – Auction Services

Auction Services shall be offered on a fee per vehicle basis. The auction fee includes basic marketing, facilities, security and storage, auction services, pre-sale wash, administrative functions, digital documentation, payment collection, and registration as described in the SOW. The fee does not include a pre-sale wash for Type II - Salvage/Uneconomical to Repair/Inoperable vehicles.

The contractor shall be financially responsible for ensuring that all operable Type 1 vehicles contain a minimum of 3 gallons of liquid fuel in the tank or sufficient Natural Gas for a dedicated CNG vehicle to get to a CNG filling station. For Bi-Fuel vehicles, both types of fuel must be provided. For Bi-Fuel vehicles that require transport to a fueling site that is greater than 25 miles round trip (as determined using MapQuest or other mapping service as prescribed by the TO-COR) from the auction location, the transportation fees outlined in CLIN 0007 (1007-3007) - Transportation apply. Electric vehicles must be fully charged. Contractors shall not remove fuel from vehicles without prior written authorization from TO-COR.

Buyer’s fees, registration fees, and/or bid deposits are not allowed.

At auction time, the Government reserves the right to pass a vehicle for sale. If the auctioneer does not achieve the Government’s lowest acceptable sale price for the vehicle at the podium, the TO-COR will direct the auctioneer to pass the vehicle for sale. The lowest acceptable sales prices will not be provided to contractors in advance.

Vehicles passed or not sold shall be re-offered once by the contractor later during the same sale and, if not sold at the sale, at a future auction as determined by the TO-COR at no additional cost to the Government.

Marketing The contractor shall be responsible for advertising the sale. Advertising shall be used to reach the widest potential public market. A marketing plan must be submitted to and approved by the TO-COR no later than 30 days after issuance of a task order. The method and volume of advertising shall be governed by the accepted industry standards of good business merchandising practices and shall target the market interested in the type of property being sold.

The marketing plan must include Internet-based marketing strategies. The contractor shall provide the TO-COR with a detailed list of the quantity and type(s) of advertising employed. The contractor shall monitor and provide electronically, documentation of the efficiency of the advertisement program via a survey of the registered bidders.

At a minimum, this will include demographics of the registered bidders by type (e.g., dealer, public, state or local Government, business), and the method by which they were made aware of the sale. GSA will define the electronic file requirements in a comma delimited ASCII format, in Microsoft Excel format, or other electronic format as directed by the TO-COR. The GSA star mark is registered with the U.S. Patent and Trademark Office. It is unlawful to use it for private purposes. The contractor may only use the GSA star mark when approved by the TO-COR in writing.

Basic Marketing Services

Contractors shall provide a basic marketing service plan within 30 days of issuance of a task order which include the following minimum requirements:

● Ad in a newspaper, trade journal or other local media (either electronic or print), as approved by the

TO-COR serving the area where the auction will be held. The ad shall include the location, date, time, general description of the vehicles to be sold, the contractor’s phone number for obtaining further information about the auction, and the URL for the GSA Fleet website (www.autoauctions.gsa.gov).

The ad shall also prominently indicate that the auction is open to the public. The size, content, timing of the ad, and the publication used, shall be approved in writing by the TO-COR.

● Internet-based marketing methods shall include the location, date, time, general description of the vehicles to be sold, the contractor’s phone number for obtaining further information about the auction, and the URL for the GSA Fleet website (www.autoauctions.gsa.gov). The ad shall also prominently indicate that the auction is open to the public. The content, timing of the ad, and the Internet-based marketing method used, shall be approved by the TO-COR.

● Placement of each scheduled auction in the contractor’s auction calendar and/or flyer that are sent to the contractor’s dealer networks at least monthly.

● Prominently display GSA advertising posters and/or banners or other promotional materials or products (provided by the TO-COR) at the request of the TO-COR.

● Telemarketing, fax, and/or email service to target the market/buyers interested in the vehicles to be sold.
