Solicitation QMAA-JC-160001-D Answers to Questions Received Through 8/24/2016
Q1: Is TITLE transferred to DOD via gsa administration or Title transferred to GSA?
A1: The vehicle title is transferred to GSA.
Q2: Is Vehicle registered with DOD? Or GSA? I assume vehile [sic] uses Germany/Italy base plates, or a type of diplomatic license plate?
A2: GSA Europe doesn’t require OEMs to register vehicles on their behalf. After receiving each certificate of origin with the “Tageszulassung” (one-day ownership stamp), the vehicles are then “registered” and plated through DoD’s system, the same that a POV would be by an American soldier living in Germany or Italy.
Vehicles purchased will use German or Italian plates.
Q3: Are the vehicles auctioned after 3-5 years in public auction?
A3: There is not a pre-defined replacement cycle for vehicles purchased. When disposed of, vehicles will be disposed via online auction.
Q4: What is DSPE – Driver Seat Comfort Package exactly?
A4: Please refer to section 3.7.19 of attachment E1 – European Light Vehicle Purchase Description. If an OEM packages or provides more content/features than additional seat padding and/or lumbar support, the offeror may list these features in the Clarifications tab in AutoBid.
Q5: We encountered a problem in digitally signing the SF1449. Is it acceptable if we sing [sic] it by hand and scan it in?
A5: Yes, a manually signed SF1449 will be accepted.
