52.217-5 Evaluation of Options (Jul 1990)
G.4 552.217-70 EVALUATION OF OPTIONS (AUG 1990)
(a) The Government will evaluate offers for award purposes by determining the lowest base period price for each item number, make and model. When option year pricing is based on a formula (e.g., changes in the
Producer Price Index or other common standard); option year pricing is automatically considered when http://acquisition.gov/far evaluating the base year price, as any change in price will be uniformly related to changes in market conditions.
All options are therefore considered to be evaluated. Evaluation of options will not obligate the Government to exercise the option(s).
(b) The Government will reject the offer if exceptions are taken to the price provisions of the Economic
Price Adjustment clause, unless the exception results in a lower maximum option year price. Such offers will be evaluated without regard to the lower option year(s) maximum. However, if the offeror offering a lower maximum is awarded a contract, the award will reflect the lower maximum.
(c) Prices for vehicle options will be evaluated for price reasonableness, but will not affect the total evaluated price.
G.4 552.217-70 EVALUATION OF OPTIONS (JUL 2016)
(a) The Government will evaluate offers for award purposes by determining the lowest base period price. When option year pricing is based on a formula (e.g., changes in the Producer Price Index or other common standard), option year pricing is automatically considered when evaluating the base year price, as any change in price will be uniformly related to changes in market conditions. All options are therefore considered to be evaluated.
Evaluation of options will not obligate the Government to exercise the option(s).
(b) The Government will reject the offer if exceptions are taken to the price provisions of the Economic Price
Adjustment clause, unless the exception results in a lower maximum option year price. Such offers will be evaluated without regard to the lower option year(s) maximum. However, if the offeror offering a lower maximum is awarded a contract, the award will reflect the lower maximum.
2) PROVIDE REVISED ATTACHMENT L – CLAUSES INCORPORATED BY REFERENCE (IBR)
FULL TEXT (REVISED FAC 2005-89)
3) PROVIDE ANSWERS TO QUESTIONS RECEIVED IN RESPONSE TO THE RFP:
Q1: First issue: we don’t understand what each element of the following pricing structure means:
Current Price :
Net Invoice Price :
Net MSRP Price :
AS&E Unit Price :
Can you please explain to us what each element of this pricing structure stands for?
A1:
Current Price : Your Current Bid Price
Net Invoice Price : The amount the dealer pays for a car or truck. Included in this price may be dealer hold-back, which is a percentage of the vehicle’s wholesale price and local charges assessed for brand advertising.
Net MSRP Price : Manufacturer’s Suggested Retail Price is the recommended selling price for a vehicle as set
By the manufacturers.
AS&E Unit Price : The Statutory Price Limitations dictates what the Government is able to spend on a sedan or station wagon. The minimum standards reflect what the Government defines as the base vehicle. The difference between the offer price and the base vehicle price represents the Additional Systems & Equipment.
Q2: Can the data invoice price as well as AS&E price can be left blank ; and my other question is if we should either enter Italian prices / conditions or German or answer both in two different solicitations?
A2: Fields for invoice pricing and MSRP pricing cannot be left blank for any offered vehicle model. The
Invoice, MSRP and AS&E values for all vehicles should reflect pricing for the base vehicle submitted as part of a proposal. Should there be differences in costs relating to the different delivery locations, such costs should be reflected in pricing for options CNSD and CNSI reflecting delivery to either Germany or Italy.
The statutory price limitations that the Government is confined to with regard to the purchase of passenger vehicles are spelled out in section B.5 of the solicitation document.
File details come from the government source that posted it. Updated .
