ELECTRIC & ELECTRIC EXTENDED-RANGE VEHICLES
QUESTIONS AND ANSWERS #3 – 7/25/2012
Q1. We understand that GSA is tax exempt. Do you know if the GSA will issue a “routing number” to the awardee that will allow the awardee to purchase the vehicles tax free in any state?
A1. The Government will comply with FAR Clause 52.229-3 as it relates to Federal, State, and Local Taxes in providing tax exempt information to successful awardees.
Q2. Can you please advise what the AS&E unit price means? This price is already input for all vehicles on AutoBid and the price varies.
A2. AS&E stands for Additional Systems and Equipment. It is a component of the total contract price and is not an additional charge. This information is necessary to ensure compliance with Statutory Price Limitations defined in Federal Standard 122BE.
(Contract Price $) minus (AS&E $) must be at or below the Statutory Price Limitations (SPL $) outlined in Section B.6 – Statutory Price Limitations. Offerors must be able to validate what constitutes their submitted AS&E price in the event of an audit.
Offerors should insert their own AS&E prices, where applicable, in accordance with the Items identified in Section B.6 – Statutory Price Limitations.
Q3. The AS&E fields for 17F and17R are not available for data entry in AutoBid. How are offerors supposed to submit this information?
A3. Please provide the AS&E information for items 17F and 17R as part of your email cover letter with submission of electronic proposals.
Q4. The AS&E and base price is showing for previous contract years. Is this the price for the same model awarded for model year 2012?
A4. If pre-populated, the AS&E and base price showing in AutoBid is the awarded price meeting the 2012 Federal Vehicle Standards, and this solicitation is for the vehicles compliant with the 2013 Federal Vehicle Standards. Not all models will have pre-populated pricing information. Changes may or may not have been made from one model year to the next. Offerors are required to review the 2013 Federal Standards to ensure vehicles proposed meet the Government’s stated requirements and ensure pricing submitted is reflective of their own proposal.
Q5. There is no OEM data for some models. How are offerors supposed to submit this information?
A5. If an offeror would like to submit a proposal for which no OEM data was provided as part of the Federal Standards process, please use the Schedules of Items in Attachments H1- H11 and write-in the proposed data for those particular models. This information should be saved as a .pdf and submitted electronically under Volume 2, Factor 1, Tab A, and will not count against the page limits defined in the RFP. This information will be reviewed by GSA’s Engineering Division to determine acceptability and is not to be considered accepted until receipt of written approval by the Government.
