2013 LIGHT VEHICLES TO INCLUDE SEDANS, LIGHT TRUCKS, SUVs AND
ELECTRIC & ELECTRIC EXTENDED-RANGE VEHICLES
QUESTIONS AND ANSWERS #1 – 7/11/2012
Q1. The solicitation states that the U.S. Government will accept alternative vehicle models from those given in the schedule of items found in attachments H1 through H11. Will the alternative model be accepted prior to submission deadline? I.e., if a vendor requests an alternative model for AutoBid purposes, will that request automatically be granted?
A1. All alternative makes/models must be submitted under one of the Standard Items solicited in the solicitation. No other Standard Items will be accepted. Alternative makes/models will be reviewed by GSA Engineering personnel for compliance with all stated Government Minimum Standards prior to the due date for proposals to determine acceptability and inclusion in AutoBid. No acceptance of alternative makes/models is automatically granted. With the exception of Standard Item 112R, Left-hand drive (LHD) vehicles only are acceptable (see Amendment 001). Only non-tactical vehicles will be considered.
Q2. Are vehicles ordered via this contract only for use in CONUS (Continental United States), Hawaii, Alaska, Puerto Rico and Guam? I.e., these vehicles are not intended for use in overseas/non US territorial locations?
A2. Vehicles are intended for use in CONUS, Hawaii, Alaska, Puerto Rico, and Guam. Vehicle pricing is to be proposed FOB Destination to any location within the continental United States and dealer delivery is standard. Customer agencies may export vehicles to other than the continental United States (OCONUS), Hawaii, Alaska, Puerto Rico, and Guam, provided that these vehicles: 1) are available for shipment within CONUS per the standard delivery terms, 2) meet all stated Government Minimum Standards, and 3) meet all applicable U.S. regulations and safety standards.

Q3. In the Bid Detail Tab in AutoBid, should we populate the “grams per mile” (GPM) field for vehicles over 8500 GVWR?
A3. Offerors are only required to provide Miles Per Gallon (MPG) and Grams Per Mile (GPM) for vehicles up to 8500lbs GVWR. For vehicles over 8500lbs GVWR, offerors should insert “0” in these fields.
Q4. In the Bid Detail Tab in AutoBid, how do you want us to populate the “mpg” and “grams per mile” fields? Should we input the data specific to vehicles going to Green States or Non-Green States?
A4. MPG and GPM fields should be populated for the base vehicle engine. States with differing MPG and GPM data based on engine availability should be clearly identified on the Optional Equipment Tab and Clarifications Tab, respectively (see below). “Green states” and “non-green states” are not valid descriptions.
For flex-fuel vehicles, the MPG and GPM figures for gasoline should be entered on the Bid Detail Tab. MPG and GPM figures for alternative fuel components on flex-fuel vehicles should be entered under the appropriate option on the Optional Equipment Tab. If there is more than one engine that works with the option the additional engine(s) for that option must be place on the Clarifications Tab.
Example: E85 is applicable to both IE1 and IE2. The offeror will insert E85 data for IE1 in the Optional Equipment Tab and add the E85 data applicable for IE2 on the Clarifications Tab for that specific Item Number. (see Amendment 001).
Q5. In the Other Features Tab in AutoBid, under the “fuel type” category should we input “gasoline” for vehicles that have a flex fuel engine as the base engine?
A5. For flex fuel and bi-fuel engines, offerors are instructed to insert “gasoline” as the primary fuel source for the base engine. The fuel source other than the primary source should be identified on the Optional Equipment Tab along with the MPG and GPM for the alternative fuel.
Q6. In the Emissions Tab in AutoBid, what information is expected for this tab? Should this be the descriptions for engines provided in Green States and Non-Green States? Should we designate that a vehicle has 50-State Emissions in this section?
A6. Offerors are instructed to indicate for the base engine if the vehicle is 50-state certified in this section. If certain states cannot receive delivery of the base engine, this information should be clearly identified on the Emissions Tab along with the engine/emissions to be provided in those states. “Green states” and “non-green states” are not valid descriptions.
