About this file

This is a Question and Answer Summary document addressing bidder inquiries for Rhode Island Department of Transportation (RIDOT) solicitation RFQ27006838 for landscaping services at two transit center locations: Wickford Junction and the Pawtucket/Central Falls Transit Center. The scope of work includes mulch and stone application, herbicide and pesticide application, storm damage cleanup, seasonal cleanup, and weekly grass edging at specified locations. The contract period runs from award through November 30, 2029, with an optional two-year renewal. Service is estimated at eight months annually, comprising approximately 32 consecutive weeks of work. No grass mowing is required at either location. Proposals were due August 18, 2026, with questions submitted by July 31, 2026, and responses provided by August 5, 2026.

Pricing must be submitted on a fixed weekly rate basis for fiscal years 2027 through 2030, with bidders required to qualify pricing as it relates to extraordinary circumstances, as the scopes do not specify estimated quantities for materials or events. A site visit is recommended for prospective bidders to better understand the scope requirements. The prime contractor must hold a Rhode Island Department of Environmental Management (RIDEM) Commercial Applicator's License directly, as the state contract is with the prime contractor, and the prime contractor bears liability for environmental concerns. A 15% MBE/WBE participation requirement applies to this procurement, with required participation documentation available in the bid documents. A separate solicitation, RFQ27006837, has been issued for the Rhode Island Welcome Center.

The scopes require mulch, stone, herbicide or pesticide application, storm-damage cleanup, seasonal cleanup, and other work “as required,” without estimated quantities.

Please confirm whether the fixed weekly rates must include unlimited quantities and events or whether extraordinary material quantities and major storm-related work will be separately authorized and compensated.

A sight visit is suggested. A fixed weekly rate is required. Qualify your pricing as it relates to extraordinary circumstances.

Bid cites “Rhode Island Welcome Center”; scopes list only Wickford Junction & Pawtucket/Central Falls Transit Center. Confirm these two are the only required locations.

Pricing: ~32 annual service weeks; contract to Nov 30, 2029 + optional 2-yr renewal.

Confirm service months & billable weeks per FY (incl. FY27); must renewal-year pricing be submitted with the quote?

Scopes require mulch, stone, herbicide/pesticide, storm/seasonal cleanup & other work “as required,” no quantities. Do fixed weekly rates cover unlimited quantities/events, or will extraordinary materials & major storm work be separately authorized/compensated?

Wickford requires weekly grass edging but not mowing. Is mowing required at either location?

Can RIDEM Commercial Applicator’s License be met by a licensed vendor performing/supervising all regulated applications under the prime, or must the prime hold it?

Does 15% MBE/WBE apply? What participation docs must accompany the quote? See seperate responces
