About this file

This document is a Questions and Answers file for RFP 2017000139, issued by the Colorado Department of Human Services (CDHS) for commodity processing services under the National School Lunch Program. The RFP solicits bids from commodity processors for processed food products including fish (Pollock under USDA Code 110601), mozzarella, flour, tomato paste, chicken, and other prepared items such as pizza and chicken teriyaki stir fry kits. Bidders may submit products in bulk or individual wrapped (IW) formats across multiple commodity categories. The proposal deadline was January 27, 2017 at 2:00 PM Mountain Standard Time. The contract period runs from the date of award through one year, specifically July 1, 2017 through June 30, 2018. Bidders were required to submit sealed proposals containing a transmittal letter, technical/business proposal, signature page, bidder contact information, pricing spreadsheet, nutrition facts labels, USDA SEPDS documents, certificates of insurance, references, Buy American statements, HAACP documentation, and proof of Colorado business registration. The technical proposal could not exceed 50 pages, with supplemental documents submitted on USB drives.

Pricing submissions were to be completed using the CDHS Final RFP Processing Submission Sheet added to the RFP on January 4, 2017, with separate pricing rows for NOI (Nutrition Only Items/Reimbursable) and FFS (Fully Federally Subsidized/Minimally Federally Subsidized) methods. Bidders representing multiple commodity processors could submit products from up to six processors, with pricing limited to items specified on the submission sheet rather than entire product catalogs. Authorized commodity distributors include Andrews Foodservice, Foodservices of America, Shamrock, Sysco, US Foods, and Labatt Foodservices. No site visits or bidders' conferences are referenced in this Q&A document. Evaluation criteria included proposal organization, technical merit addressing compliance with Section IV requirements, risk assessment capabilities, company background and references, and pricing competitiveness. The file does not specify set-asides, incumbent contractors, or funding amounts and sources.
