About this file
This Q&A No. 1 document addresses clarifications on the Florida Department of Transportation District Four's Districtwide Fencing ITB#DOT-ITB-27-4003-CO, with bids opening on October 19, 2026. The document clarifies key bidding requirements and contract terms for fencing services across multiple counties in South Florida. Primary vendors are permitted to subcontract work; however, the primary vendor retains full responsibility for project completion and must independently possess five years of documented fencing experience—experience from subcontractors cannot satisfy this qualification requirement. All pricing for rental fencing, including delivery, installation, removal, and pickup costs, must be incorporated into the unit rates on Exhibit C1 - Bid Price Sheet, with no minimum rental period or work authorization quantity established.
Unit prices remain fixed throughout the 60-month contract term with no periodic adjustments permitted to account for material cost increases, labor rate changes, fuel, or inflation. Emergency mobilizations and expedited response work do not receive separate compensation; overtime and emergency costs must be absorbed into the established unit pay items. All costs—including travel between counties for smaller assignments—are incorporated into the comprehensive unit pricing structure. Bidders must acknowledge receipt of this Q&A document by returning the signed form with their bid submission to D4.Purch@dot.state.fl.us by the proposal opening deadline, with failure to do so potentially resulting in bid disqualification.
