About this file

This Exhibit C Bid Price Sheet for Addendum No. 3 outlines unit pricing requirements for districtwide fencing services procured by the Florida Department of Transportation, District Four. The solicitation encompasses three service categories: fence repair, new permanent fence installation, and temporary rented fence installation across Broward, Palm Beach, Martin, St. Lucie, and Indian River Counties, plus the South Florida Rail Corridor. Repair services include metal fence pole and brace removal, fabric resetting for metal and vinyl-coated fences, barbed wire and high-tensile wire fence resetting, and gate repairs, with estimated quantities ranging from 20 to 2,000 units depending on the specific line item. New permanent installation services cover metal fence poles, braces, and 6-foot fabric installation, wood fence posts and braces, barbed wire and high-tensile wire fence installation, and gates up to and larger than 10 feet by 6 feet, with estimated quantities ranging from 35 to 3,750 units. Temporary rented fencing includes 6-foot metal fence fabric and gate rental options with estimated quantities of 3,000 linear feet and 25 to 75 gate units. Bids were due October 14, 2026, at 10:30 AM with public opening at 1:30 PM, technical questions due October 9, 2026, by 5:00 PM, and award notification intended by October 21, 2026, at 4:00 PM. The contract term is 60 months with optional renewal for up to three additional years or the original contract length, whichever is longer, contingent on satisfactory performance and fund availability.

All unit prices must be submitted in U.S. dollars and cents on the Department's Exhibit C without modification, with prices covering all costs including labor, equipment, supplies, overhead, travel, and subcontractor expenses. The estimated total contract value is $1 million, with compensation based exclusively on the unit rates bid for each line item; if a zero is entered as the unit rate, that is the compensation the vendor will receive if awarded. A 1% MyFloridaMarketplace transaction fee applies to all vendor payments based on the payment issuance date. Bidders must be actively engaged in the fencing business for a minimum of five years, submit a Minimum Qualifications Statement with three work references, and be registered in Florida's MyFloridaMarketplace system prior to bid opening. Out-of-state corporations, limited liability companies, and limited partnerships must be authorized to conduct business in Florida prior to award. All commodities must carry a minimum 90-day warranty against defective materials and workmanship, and work must comply with OSHA standards and be performed under FDOT Right of Way Administration oversight. Award will be made on a lowest responsive bid basis, and bidders acknowledge by submission that they have read and agree to all solicitation terms and conditions.
