About this file

This Scope of Services document outlines fencing maintenance and installation requirements for the Florida Department of Transportation (FDOT) District Four, which encompasses Broward, Palm Beach, Martin, St. Lucie, and Indian River Counties, as well as the South Florida Rail Corridor in Miami-Dade County. The scope covers three primary service categories: fence repair work on existing fencing and gates, installation of new permanent fencing and gates, and installation and rental of temporary fencing systems. Work assignments will be issued on an as-needed basis through Letters of Authorization (LOA), with typical completion timeframes of seven calendar days, though certain situations may allow fourteen calendar days or emergency expedited completion. Prior to commencing work, vendors must attend a pre-work conference and submit estimates within three workdays of request. Work may be performed during standard day hours (8:00 AM to 6:00 PM), night hours (6:00 PM to 8:00 AM), or weekends as determined by project needs, with all overtime costs absorbed within the quoted pay items. Vendors must provide advance notice of at least one workday before commencing assigned work and notify the Contract Manager within one workday of completion.

All pricing for fencing services, including materials, labor, and hardware, is to be submitted according to Exhibit C of the solicitation, with mobilization fees payable only for fence repair work and only once per LOA unless multiple authorizations cover the same area and timeframe. For rented fencing, unit prices accumulate monthly but are invoiced in 90-day intervals. Fence fabric and barbed wire are measured along the bottom out-to-out of end posts, and services may involve metal fences, wood fences, barbed wire fences, and high-tensile wire fences, as well as various gate types including double opening, sliding, and cantilever configurations. All work must comply with OSHA safety standards, state and local regulations, and be performed under the supervision of FDOT's Right of Way Administration, Property Management Section. All debris generated during work activities must be collected and removed from the site.
