About this file

This document is a Questions and Answers (Q&A) file for Project 082024-01, a Telecommunication Infrastructure Project (FTTH) for Newport Utilities. The Q&A addresses key details about the right-of-way (ROW), vegetation management, and cable infrastructure deployment. Specifically, the document provides clarification on span lengths for new cable installation, which will be strung on electric poles with typical span lengths ranging from 250 to 400 feet. Newport Utilities confirms they have a 15-foot ROW that will be mostly cleared, and they have the right to work in the ROW without prior notification.

The Q&A reveals important details about vegetation management, with Newport Utilities stating that major tree trimming will be their responsibility, while minor trimming (minimal branch removal with no clean-up) will be the contractor's responsibility if deemed safe. The project appears to involve significant cross-country work on private property, with Newport Utilities handling any necessary permissions or agreements. The unit cost sheet will be modified to reflect the vegetation management approach, ensuring clarity for potential bidders about the scope of work and associated responsibilities.

Project 082024-01 - Telecommunication Infrastructure Project (FTTH)

Buying Organization Newport Utilities

No Question/Answer Question Date

Q9 Question: Vegetation and ROW

1.Unit sheet indicates items on a per span basis; however, current wire is has no spans in many places

(strung in trees/limbs). Is there a definition of span length?

2.What is the width of ROW? Some indication to minimize trimming. Do not see an indication of maximum easement width. Access in areas will require significant grading and width for switchbacks.

3.From our visit it appears a large portion of the work is cross country on private property. Who will be responsible for notifications, permissions, written agreements (if applicable), etc.?

4.Some of the documents provided indicate that "major" trimming will be completed by Newport Utilities contractor and that only "minor" trimming will be included in this bid. The unit pricing sheet implies otherwise. Is there any clarification if some/all of vegetation work is to be excluded?

Answer: 1. All new cable will be strung with our electric poles. Span lengths vary from 250ft (typical span length) to 400ft. 2. We have a 15ft ROW. Most ROW's will be cleared. 3. We have the right to be in ROW without notification (we do not typically send out notifications of work being performed). 4. All major tree trimming will be NU's responsibility. If there is some minor trimming, the contractor will be responsible for that (if it is deemed safe). This line will be removed from the Unit Cost Sheet. Again, we are talking minimal branch removal with no clean up. If it is major, please contact NU.
