About this file

The document is a comprehensive Unit Cost Sheet for Middle Mile Construction from Newport Utilities (NU), located in Tennessee, detailing a Telecommunications Infrastructure Project for fiber optic network construction. The project seeks a telecommunications contractor to provide at least one crew for overhead and underground construction and maintenance, with an extensive unit price breakdown for various construction activities including aerial and underground fiber optic cable installation, conduit placement, trenching, boring, pavement cutting, and fiber splicing. The unit pricing covers detailed specifications for tasks such as placing ADSS cable, installing hand-holes, directional boring, trenching at various depths, and fiber strand placement, with pricing structured per foot, per location, or per specific construction activity.

The unit cost sheet includes comprehensive pricing structures with hourly rates for various labor positions (Foreman, Lineman, Senior Fiber Tech, etc.) at both straight time and overtime rates, and establishes markup limitations for subcontractors (10%), third-party equipment rental (20%), and contractor-supplied materials (20%). The document specifies that unit prices are firm and fixed for each project from the effective start date, with provisions for potential time and materials arrangements in exceptional circumstances such as permit delays or challenging access conditions. Contractor-owned equipment rates are also detailed, including base hourly rates for various machinery and vehicles that cover fuel, maintenance, insurance, and registration.

The labor to install Newport provided tangent assemblies, dead-end assemblies, and slack storage assemblies are included within this unit. Newport will provide all cable, tangent assemblies, dead-end assemblies, slack storage assemblies (snow-shoes), as required. Includes placement of coil type cable identification tags at each pole. Where Newport determines access to install ADSS cable exceeds the standard price listed, Newport and Contractor may use ADSS placement on a Time and Materials basis. Where Contractor must demobilize its employees as a result of delay solely caused by Newport's inability to secure appropriate and timely permits, Newport and Contractor shall work out Time and Materials rates for the duration of such delay. Where Contractor places its own guard strucres and covered-up additional equipment, any euipment used will be charged on a T&M basis only for that portion of time necessary to complete these items. Materials will be charged at cost to Contractor plus a 10% markup.
Steel Pole AdderPer Pole Adder to Place ADSS CableDue to the additional time and equipment to drill a steel pole over a wood pole, this adder is meant to offset this difference in cost between the two drilling methods. The Contractor will receive the “Place ADSS Cable” unit as well as the appropriate number of steel poles drilled. Regardless of the number of holes drilled in a steel pole, this adder is per steel pole
ROW Access AdderPer Foot Adder to Place ADSS CableThis adder is in addition to the “Place ADSS Cable” unit & the “Clear Working Path” unit and is meant for sections of right-of-ways that are not accessible by bucket truck, including a track bucket truck. The footage is based on a pole-to-pole measurement, and not the footage of the indirect path that is taken by the contracting crew to access the poles
