About this file

This is a Question and Answer Document issued by the Mississippi Oil and Gas Board (MSOGB) in response to bidder inquiries regarding Invitation for Bids (IFB RFx No. 3160007966) for the plugging, remediation, and reclamation of three orphaned oil and gas wells. The document, dated April 17, 2026, clarifies that all wells listed under IFB No. 3160007966 have previously been plugged and abandoned, with the primary scope limited to remediation activities only, with no expectation for re-entry or additional plugging and abandonment work. The three wells under this solicitation are the Delta Wildlife No. 1 Well (API # 23-055-20020) in the Valley Park Field, the Gene Davis No. 2 Well (API # 23-089-00197) in the Pickens Field, and the Anderson No. LL-3 Well (API # 23-089-00068) in the Flora Field. Remediation work includes removal of concrete slabs, piping, tanks, berms, and site restoration. The questions and clarifications deadline was April 10, 2026, with the bid submission deadline set for 4:00 p.m. CST on April 27, 2026, and an anticipated Notice of Intent to Award on May 8, 2026, with contract performance commencing on or about May 20, 2026 and concluding by May 19, 2027.

The document provides critical guidance on bid submission requirements, clarifying that prospective bidders should submit the entire packet including Attachments A, B, C, D, and G, while Attachments E and F (listing required and optional clauses) need not be submitted. The MSOGB does not provide a standard Time and Materials form, requiring bidders to develop their own itemized line items. Additionally, prospective bidders may delete page numbers on Attachment C (References) or use previously submitted reference pages, with the MSOGB potentially waiving the references requirement for contractors with prior MSOGB experience pending approval from the Public Procurement Review Board. The contract is funded through a Formula grant from the U.S. Department of the Interior under the Orphaned Wells Program, with all work subject to the Build America, Buy America Act requiring domestically produced materials.

Question and Answer Document

Question No. Section No. Page No. Question MSOGB Response

1 4 (Scope of

Work)

5 I wanted to reach out regarding the new request for bid covering the seven wells. As noted in the proposal, the scope indicates that the wells are to be plugged and abandoned.

However, based on the well files provided, it appears that the wells included under 7966 and 7967 are already listed as P&A.

Could you please clarify whether:

• These wells are confirmed as previously plugged and abandoned, and

• If so, will the scope primarily involve reclamation activities, or is there an expectation to re-enter and perform additional

P&A work?

Based on MSOGB records, each of the wells listed in IFB No. 3160007966 and IFB No.

3160007967 have previously been plugged and abandoned. The primary scope associated with these two packages involves remediation activities only as there is no expectation to re-enter and perform additional P&A work on the wells associated with IFB No.

3160007966 or IFB No. 3160007967.

Work)

5 Re: Delta Wildlife No. 1 Well

(API # 23-055-20020), Section 4, T9N-R6W, Valley Park Field

Does the State need to specify the steps to be assumed in order to bid this?

Request for clarification from bidder

3 4 (Scope of

Work)

5 Re: Delta Wildlife No. 1 Well

Do we the bidder assume that 6 sx plug is the Surface Plug and are we the bidder to excavate and confirm csg top and TOC?

No.

4 4 (Scope of

5 Re: Delta Wildlife No. 1 Well

Are we the bidder to bid a well reentry going back down to 6,517’ and replugged to surface per current regs?

No.

5 4 (Scope of

Work)

5 Re: Gene Davis No. 2 Well

(API # 23-089-00197), Section 4, T11N, R3E, Pickens Field

Is the scope limited to Facility / concrete removal only OR is there an associated well to be P&A’d as a part of this?

There is no well that needs to be plugged. This is solely a remediation job only and should be limited to the site location unless there are signs of buried field lines. Any tanks located on site and the berm should be addressed.

Work)

5 Re: Anderson No. LL-3 Well

(SWDW) (API # 23-089-00068)

Section 2, T8N, R1W, Flora Field

The site visit showed only various cement slabs remain on location. Is this all that is included in the bid?

Any existing piping and concrete slabs should be removed and the site remediated and restored.

5 Re: Anderson No. LL-3 Well

(SWDW) (API # 23-089-00068)

Section 2, T8N, R1W, Flora Field

“If” we are to bid on a well P&A, what are the assumptions to bid from?

There is no well that needs to be plugged.

This is solely a remediation job only.

8 (Bid

Submission

Requirements)

10 Does the entire packet need to be submitted of just the main elements called out?

What about Ex E & F – there’s no place to sign on there, submit those also?

It is probably best/safest to submit the entire packet so as not to inadvertently omit a required submission. There are numerous attachment/exhibits required. I would pay special attention to Section 8 – Bid

Submission Requirements.

The following statement should not be relied upon, but is provided as a guide: Attachment

A (Page 23-25), Attachment B (Page 26-28), Attachment C (Page 29-30), Attachment D

(Page 31-32), and Attachment G (Page 44) should be submitted with the proposal.

Attachment E & F simply list the Required and Optional Clauses which will be included in any executed contract. Those pages do not have to be submitted.

9 Attachment B

(Bid Form)

Amended IFB

RFx No.

3160007966

26 Do you have a Standard T&M sheet you want us to use to ensure everyone is capturing all the required line items?

The MSOGB does not have a standard T&M form.

10 Attachment C

References

29 Would you be open to either deleting page numbers at the bottom of Attachment C (which would allow us to complete this just once more & then insert a copy in future submissions – of course or change if we need to change References) or just allow us to use a former submission’s Attattachment C

(which would probably have the wrong page numbers at the bottom)?

Yes, prospective bidders may delete the page numbers on Attachment C or use previously submitted references. MSOGB has requested from the Public Procurement Review Board

(“PPRB”) the ability to waive the references requirement for contractors who have previously worked with the MSOGB. Once we receive word from PPRB, we will update all prospective contractors accordingly.
