About this file
Amendment No. 1 to Invitation for Bid (IFB RFx No. 3160007966) issued by the Mississippi Oil and Gas Board modifies the original solicitation for orphaned well site plugging, remediation, and reclamation services across three wells located in Issaquena and Madison Counties. The amendment adds a requirement for weekly progress reports submitted via email by 4:00 p.m. on Monday afternoons, summarizing completed and planned activities along with updated schedules for the following week. An optional pre-bid project site visit was scheduled for April 3, 2026, with a questions and clarifications deadline of April 10, 2026, and a bid submission deadline of 4:00 p.m. CST on April 27, 2026. The anticipated Notice of Intent to Award is scheduled for May 8, 2026, with contract performance commencing on or about May 20, 2026 and concluding by May 19, 2027.
The amendment requires prospective contractors to include a Time and Materials (T&M) rate schedule with their bid proposals to address unknown or unforeseen downhole issues that may arise during project execution. Attachment H has been removed in its entirety from the solicitation documents. Bidders must acknowledge receipt of this amendment by signing and returning it with their bid proposal to become part of the procurement record. The contract is funded through a Formula grant from the U.S. Department of the Interior under the Orphaned Wells Program and is subject to the Build America, Buy America Act requirements for domestically produced materials.
