About this file
This Q&A Center Addendum #1 document pertains to solicitation RFQ26006647 issued by the Rhode Island Department of Environmental Management, Division of Parks and Recreation, for beach cleaning services at various state beach locations. The solicitation seeks qualified firms to provide comprehensive beach cleaning and waste removal services across six designated state beaches, with proposals due June 11, 2026 at 11:00 AM EDT. A non-mandatory pre-bid conference is scheduled for May 27, 2026 at 9:00 AM EST. The contract term is five years, with the initial period running 109 days from May 22 through September 7, 2026, and subsequent years running 102-103 days through the same seasonal window through September 2030. Services include machine raking and waste pickup performed seven days per week, with all equipment required to be removed from state property daily. A single vendor will be selected to provide all services across all locations rather than multiple vendors for individual beaches.
Vendors must submit fully inclusive daily pricing per location and are not required to pay prevailing wages or performance bonds. A 15% minimum participation requirement for minority business enterprises is mandated. Awarded contractors must maintain combined general liability insurance of $1 million per occurrence, workers' compensation of $100,000 per accident, automobile liability of $1 million, and environmental/pollution liability of $1 million per occurrence and $2 million aggregate. Quoted pricing is firm and serves as the maximum throughout the agreement period, with any manufacturer-level price declines passed through as reduced agreement prices. The State reserves the right to make one or multiple awards and may reject any or all proposals. A 0.33% contract administrative fee effective January 1, 2026 will be withheld from invoice payments. Questions closed June 1, 2026 at 2:00 PM EDT, and vendors must submit proposals electronically through Ocean State Procures.
