About this file
This is a Pre-Bid Questions and Answers document for the Maryland Department of General Services (DGS), Office of Facilities Management, regarding an emergency generator preventive maintenance contract. The contract covers maintenance services for emergency generators, automatic transfer switches, and associated equipment at designated Annapolis, Baltimore, and Multi-Service Center courthouse locations. The contract is a two-month emergency coverage engagement with a bids due date of October 22, 2026. The scope of work includes monthly preventive maintenance at all equipment locations, with no load bank testing required during the contract period. The contract does not include responsibility for automatic transfer switchgear maintenance. Bidders must have been in business for at least one year, with no exceptions for equivalent experience from company principals or certified technicians.
Pricing shall be structured as fixed monthly fees for preventive maintenance services, with no deductible applied to repairs—contractors are not responsible for the first $2,500 in labor and parts previously mentioned in the original bid documents. Separate hourly billing applies to additional testing work and after-hours services beyond standard working hours. The bidder must provide a reconciled equipment list identifying all generators covered at each pricing location, as discrepancies existed between the initial pricing sheet and equipment inventory. All work must be performed in accordance with applicable regulations, codes, laws, and manufacturer recommendations. No load bank testing, fire alarm testing, elevator testing, or transfer testing is scheduled during the contract period unless separately identified in the revised bid sheet.

BPM055504 – Pre-Bid Questions-OFM Generator Contract
1. Preventive Maintenance Due: Can DGS provide the current PM schedule or work order history identifying which quarterly, semiannual, annual, and operating-hour services are actually due between November 1 and December 31?
· Monthly PM’s all equipment
2. Without this information, it is difficult to establish accurate fixed monthly pricing, also if this is just intended to cover a 2-month emergency coverage gap and I price a pm2 and load bank being due for each generator my pricing could be 10 times and much if I was just quoting 2 months of inspections and on call requirements?
· Monthly PM’s – No load banks
3. Monthly Pricing: Should the monthly PM price represent two months of coverage with only the maintenance actually due during that period, or does DGS expect a PM inspection/service at every listed location each month? How would a contractor know what to price each gen if unknown pricing is due. If all of these units have fallen behind and all PM1, PM2, and load banks are due and expected to be completed in 2 months please clarify?
· Monthly PM- no load banks
4. Repairs: Sections addressing emergencies and major repairs state that the contractor is responsible for the first $2,500 in labor and parts per incident, per generator. Please confirm whether this is intentional and whether that cost is expected to be included in the fixed monthly PM pricing. Does this also apply to failures that existed before the contract began?
· No deductible
5. Load Bank Testing: Are any generators scheduled for load-bank testing during the two-month contract? If so, please identify which units. Should these tests be separately priced and invoiced at the stated unit rates, or included in monthly PM pricing?
· No load banks
6. Equipment List: The pricing sheet includes locations not identified in the equipment inventory, and the location counts differ. Can DGS provide a final reconciled list identifying the generators and ATS equipment covered at each pricing location?
· Revised Bid sheet
7. Additional Testing and After-Hours Work: Are any fire alarm, elevator, transfer, or other after-hours tests scheduled during the contract period? Are these included in the monthly PM price, or separately billable?
· Separate billing hourly rate this will included the after-hour rates.
8. Minimum Qualifications: Section 1.1 requires the bidding entity to have been in business for at least one year. Can DGS accept equivalent experience from the company's principals and certified technicians, supported by comparable past performance and current government maintenance contracts, for a company established less than one year ago?
· No
9. Quick question about the Load Bank Tests on page 13, are these generators all outdoors and on ground level, considered easy access?
· No load bank testing
10. How many ATS are covered in this contract?
· Will not be responsible for any automatic transfer switchgears.
11. What is the required ATS scope expected to be completed in this 2-month contract? Will not be responsible for any automatic transfer switchgear.
12. Please clarify if all pricing is for Normal Working hours or will be required after hours?
· Review bid sheet.
