About this file
This is a draft bid form for an emergency generator maintenance contract issued by the Maryland Department of General Services, Office of Facilities Management. The solicitation covers preventive maintenance and on-call repair services for emergency generators, automatic transfer switches, and associated equipment at 43 locations across Annapolis, Baltimore, and multiple service center courthouse facilities throughout Maryland. The contract term is two months, from November 1 through December 31, 2026, with bids due by October 22, 2026. The scope includes preventive maintenance tasks at fixed monthly rates for each location, separately authorized on-call repair labor across four classifications (technician regular time, technician overtime/emergency, helper/apprentice regular time, and helper/apprentice overtime/emergency), and parts with contractor markup for authorized repairs.
The bid evaluation structure comprises three components: preventive maintenance total (fixed monthly prices for all 43 locations over two months), evaluated repair labor (estimated at 20 hours per classification for evaluation purposes only), and evaluated parts with markup. Bidders must provide fixed hourly rates for all labor classifications and document net acquisition costs for parts plus bid markup. The State will finalize the scope, repair estimates, billing rules, authorized repair approvers, working hours definitions, emergency spending limits, and PM task specifications before issuing the final IFB. The bid form identifies seven previously unpriced locations requiring State confirmation of inclusion and notes that estimated repair quantities and parts costs are evaluation estimates only and do not guarantee purchases. Several administrative details remain incomplete pending State inputs, including labor billing increments, initial emergency spending limits, and callback procedures.

Confirm the solicitation number and November 1-December 31, 2026 term. Enter estimated repair hours and parts costs for these TWO MONTHS ONLY; use the same estimates for all bidders.
Confirm every location and generator inventory. The 42 lines carry forward the prior pricing schedule; they do not confirm current coverage. Revise the location schedule and PM subtotal formula if lines are added or removed.

BIDDER PRICING RULES
Monthly prices Include every PM task, required PM labor, supplies, and PM parts identified in the finalized scope. Include readiness and coordination costs. Do not include the same cost again in repair charges.
Repair labor Quote fixed hourly rates for all four classes. Enter 0 for a service provided at no charge. Helpers or multiple technicians require specific State approval. Apply the State-defined working hours and billing increment.
Incidental costs Include travel, mileage, dispatch, callout, fuel, tools, and administrative costs in the quoted prices. No separate fees or travel-time labor billing under this draft structure. State to confirm this approach in the IFB.
Parts For authorized repairs, invoice documented net acquisition cost after discounts, credits, and rebates, plus the bid markup. The markup includes sourcing, handling, freight, and overhead. PM parts included in monthly prices are not separately billable.
Estimate quantities Estimated hours and parts costs are evaluation quantities, not minimum purchases. Parts evaluation includes the estimated net cost plus the bidder markup, not the markup alone.
Repair authorization Obtain a State-approved itemized estimate and a written not-to-exceed authorization before repair work. Emergency response must follow the IFB initial authorization limit and after-hours approval procedure. Obtain approval before exceeding an authorization.
Service tickets Identify call/authorization number, site, generator ID, technician names/classifications, arrival and departure, breaks, billable hours by rate, work completed, installed parts, and equipment status. Obtain State acknowledgment of attendance and work performed.
Invoices Match the invoice to the repair authorization and verified service ticket. Show hours by classification, contract rates, documented parts costs, and markup separately. State acknowledgment of attendance is not approval of every charge.
Corrective callbacks Correct defective workmanship and contractor-caused damage at no additional charge under the IFB. This obligation is separate from unrelated generator failures and the removal of repair cost-sharing thresholds.
Award comparison Total evaluated bid price equals PM for the full term plus estimated repair labor plus estimated repair parts including markup. The IFB must state the award basis and any other applicable requirements.
SOURCE AND FINAL REVIEW
Location labels and addresses: user-provided Curtis revised bid form, Pricing tab, dated October 9, 2026. Vendor prices were not carried forward. State must verify addresses, equipment, and all coverage, including previously unpriced lines.
Previously unpriced lines: I1_1, I1_2, I1_3, I1_13, I1_25, I1_27, and I1_32. They remain blank for bidder pricing in this draft; confirm whether they belong in the new solicitation.
Before release: reconcile PM, emergency, minor/major repair, parts, working-hours, callback, and invoice clauses. OFM must assign approval and invoice-review responsibilities. OSP/OAG should review the final solicitation and pricing structure.
