About this file
This document is a Q&A for an Invitation to Bid (ITB) issued by the Oregon Department of Transportation (ODOT) for a 2021 Region 1 Graffiti Abatement project. The project covers graffiti removal services within Multnomah County and the City of Portland. The ITB requires pricing for traffic control and specifies that traffic control plans must be submitted to ODOT for review and approval prior to any lane closures or specialty equipment usage. The bid also requires a 3-week look ahead for any jobs requiring lane closures or unusual graffiti removal scope. The bid pricing is to include all equipment necessary to complete the work, with the option for ODOT to approve and pay separately for any unique, specialty equipment rentals through change orders.
The bid closing date is January 13, 2022 at 2:00pm. Pricing for the graffiti removal work is to be provided on a per "Each" basis, as outlined in Exhibit A of the ITB. Any invoicing for specialty equipment rentals will be included on the same monthly invoice as the standard graffiti removal work.

1. You are asking for a Traffic Control, Complete "Each" Price. What Traffic Control are you referring to?
See Exhibit A, section B.m.
2. My understanding was, if we could park in the shoulder without obstructing traffic for less than 2 hours there was no need for any traffic control. Is that accurate?
Yes, see Exhibit A, Section E.q
3. As far as the 3-week look ahead, this was for jobs that required some sort of lane closure or something out of the ordinary graffiti removal scope. Is that correct?
Yes, see Exhibit A, Section H.2
4. As far as the jobs that require lane closures or something out of the ordinary, or something that requires the rental of a scissor lift or boom truck, there would be a plan submittal process that needs approval from ODOT before starting, and then an additional invoice for that specific job submitted to ODOT for payment. Is that correct?
Yes traffic control plans are to be submitted to Agency for review and approval, see Exhibit A, Section E.r. The bid prices for the graffiti work are to include all equipment necessary to complete the work, including items like scissor lifts for the overcrossings or other higher to reach places. If there is unique, specialty equipment that needs to be rented, a crane or something else unusual, we would agree on the price and do a change order for that item. Everything would be invoiced on the same monthly invoice.
